This role provides technical expertise and assistance to field operating personnel, Area Directors, Operations Managers, Engineers, and Technicians to ensure the safe and reliable operation of pipeline facilities, damage prevention, public awareness, and pipeline integrity programs. The Specialist is considered a subject matter expert and a valuable resource for information across the Company.

Requirements

6+ years of related work experience
High school diploma or equivalent
Solid analytical and problem-solving skills to review data from multiple sources, identify trends and root causes.
Ability to adapt to changing priorities and manage multiple tasks and projects concurrently.
Ability to work without direct supervision.
Excellent organizational skills.
Human relations skills to effectively operate in a work crew-oriented environment with a willingness to support work crew objectives.
Excellent verbal and written communication skills to work closely with field work crews and Area Management, and coordinate work with other appropriate technical resources.
Strong computer literacy and proficiency.
Must have a good driving record.
Employees are required to live within a reasonable distance of their reporting location.
Position is subject to applicable U. S. Department of Transportation Drug & Alcohol regulations.

Responsibilities

Review and validate proposed High Consequence Area (HCA) changes.
Interact with Area personnel and Division/Houston GIS to determine the existence of sites or population density that may trigger class location changes. Review and validate proposed class location changes.
Lead the analysis and remediation of proposed encroachment activities by outside parties, including landowner actions, road and highway projects, municipal and utility projects, and developer/residential projects. This includes direct interface to present company requirements, enforce them as needed, ensure proper documentation, and act as a liaison between third parties and Operations & Engineering (O&E).
Lead the addressing of shallow cover and exposed pipe issues across the division, including reviewing locations, working with landowners and contractors, mitigating creek crossing issues, and managing AFEs for project work.
Review and approve pipeline shut-out procedures related to any pipeline outage.
Assist with line cleaning and In-Line Inspection (ILI) across the division.
Serve as a resource to area management in performing training and qualification evaluations for SPP and OQ.
Provide technical support to field operating personnel in areas such as road and surface load calculations, blasting calculations and precautions, emergency response coordination (leaks/ruptures), and welding technical support.
