About The Position

Develops and maintains FEMA Public Assistance (PA) project documentation, evaluates eligibility and mitigation opportunities, and ensures compliance with federal requirements to support accurate, resilient, and audit ready recovery solutions. Coordinates the formulation of Federal Emergency Management Agency (FEMA) Public Assistance (PA) projects by developing and validating technical documentation, tracking project progress and compliance in FEMA Grants Portal, and identifying Section 406 Hazard Mitigation opportunities to produce accurate, eligible, and resilience focused project packages. Provides expertise in a FEMA Public Assistance project formulation to support the development and implementation of effective solutions. Ensures FEMA eligibility compliance under the Stafford Act, Public Assistance Program and Policy Guide (PAPPG), 2 CFR 200, and utility specific regulations, while monitoring process compliance and effectiveness to maintain policy alignment and drive continuous improvement. Delivers training and guidance to stakeholders to enhance understanding and adoption of best practices. Collaborates with cross-functional teams as needed to support process improvement initiatives; ensure alignment with organizational objectives and contribute to the development of efficient, streamlined workflows that enhance overall business performance. Follows established company policies, procedures, and standards to ensure full compliance with applicable laws and industry regulations. Participates in storm restoration tasks and assigned drills to contribute to the safe and reliable recovery of services. Performs additional tasks aligned with role expectations and qualifications to support team goals and operational flexibility.

Requirements

  • Bachelor’s degree in Engineering or Business Administration
  • 5 years of experience in FEMA Public Assistance, federal grants, infrastructure projects, or emergency management.
  • Strong understanding of FEMA Public Assistance (PA) eligibility, the Public Assistance Program and Policy Guide (PAPPG), and Title 2 of the Code of Federal Regulations (2 CFR) Part 200.
  • Ability to prepare technical scopes, damage descriptions, and compliant project files.
  • Strong analytical and problem solving abilities.
  • Ability to interpret technical engineering information and align it with federal regulations.
  • Excellent interpersonal skills through effective verbal and written communication in both languages, English and Spanish.
  • Proficiency with Microsoft Office, ERP systems, and Grants Portal.

Nice To Haves

  • Experience with FEMA project formulation, scopes of work, and cost estimation strongly preferred.
  • Utility infrastructure, construction estimating, or project management experience is preferred.
