About The Position

This position is located in the Office of Emergency Management and will serve as a specialist that is involved in the financial, administrative, and compliance activities covering the multi-hazard needs, capabilities, effective and efficient mitigation of, preparedness for, response to, and recovery from all hazards and/or threats to the Citizens of the City of Lubbock to protect life and property.

Requirements

  • Bachelor’s Degree in Emergency Management, Planning, Business or Public Administration; or Associate’s degree with course work emphasis in Emergency Management, Business or Public Administration; Supplemented by 4 years of progressively responsible experience in disaster recovery, grant administration, municipal finance; or an equivalent combination of education, training, and experience.
  • Employee must be able to respond to specified emergencies or incidents on a 24-hour basis.
  • Must possess a valid State of Texas Driver’s License.
  • Knowledge of the methods, procedures and policies of City of Lubbock as such pertains to the performance of the essential duties of the Office of Emergency Management.
  • Knowledge of FEMA PA, HMGP, BRIC, and other disaster funding streams.
  • Strong understanding of governmental finance, procurement, and grant management principles.
  • Excellent organizational skills with the ability to manage multiple projects and deadlines.
  • Knowledge of principles and practices of directing emergency services response programs; to include developing response plans; coordinating manpower, resources, and efforts of numerous agencies and services; providing training; and performing related administrative functions.
  • Knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position.
  • Knowledge of the organization of the department, and of related departments and agencies.
  • Knowledge of the occupational hazards and safety precautions required to perform the essential functions of the work.
  • Knowledge of terminology and related professional languages used within the department as such pertains to work responsibilities.
  • Ability to maintain cooperative and effective relationships with intra- and interdepartmental personnel, as well as any external entities with which position interacts.

Nice To Haves

  • Bachelor's degree in policy development and implementation.
  • Certification as an instructor in public safety subjects.
  • Experience with emergency management training equipment and programs.
  • Completion of FEMA Independent Study (IS) and Incident Command System (ICS) courses, including ICS-100, ICS-200, IS-700, IS-800, or equivalent training.

Responsibilities

  • Assist in financial tracking, documentation, and reporting for disaster-related activities, including response, recovery, and mitigation projects.
  • Coordinate with city departments to ensure reimbursement processes are completed for FEMA Public Assistance (PA), Hazard Mitigation Grant Program (HMGP), and other federal or state disaster funding streams.
  • Maintain detailed records of labor, equipment, contracts, materials, and other eligible expenses to support audits and reimbursement claims.
  • Assist with developing and submitting Requests for Reimbursements (RFRs), project worksheets, scope changes, and closeout packages; monitoring grant timelines, award conditions, and regulatory requirements to ensure ongoing compliance.
  • Assist in the coordination of staff and support of the Emergency Operations Center.
  • Train others in disaster finance and emergency management principles and topics.
  • Support the planning, facilitation, and evaluation of emergency management exercises compliant with the Homeland Security Exercise and Evaluation Program (HSEEP).
  • Prepare financial summaries, status updates, and reports on departmental activities for internal leadership.
  • Perform related duties as assigned.
