About The Position

The New York City Department of Transportation, Division of Bridges is responsible for managing the full life cycle of over 800 bridges and tunnels and over 600 retaining walls, ensuring safety of the public and ensuring mobility for all users. Team members may work on major project designs, oversee construction, oversee maintenance activities, perform engineering reviews and quality assurance tasks on some of the most iconic and complex projects in the City. The New York City Department of Transportation, Division of Bridges, seeks to hire a Special Projects Coordinator. This position will report directly to the Assistant Commissioner of Finance and Performance Management. The Special Projects Coordinator will provide analytical, operational, and administrative support to the Assistant Commissioner in the development, implementation, and management of special projects, strategic initiatives, operational improvements, and initiatives related to agency business operations and revenue opportunities. The position will support initiatives from project initiation through implementation and delivery, including defining objectives and work plans, coordinating stakeholders and subject matter experts, tracking deliverables and milestones, identifying and resolving issues, and communicating project status and recommendations to management. The position will also support coordination among the Procurement, Expense, Truck Permits, and Capital Finance Units, helping ensure that efforts, operations, process improvements, systems, and deliverables are effectively aligned across teams. The position will work closely with executives, managers, technical staff, subject matter experts, City agencies, consultants, vendors, and other stakeholders to advance initiatives, evaluate opportunities, develop solutions, and support Division-wide priorities. The position requires strong organizational, analytical, project management, coordination, written, and verbal communication skills, as well as the ability to manage multiple priorities independently. The successful candidate will demonstrate initiative and sound judgment, with the ability to identify and engage appropriate subject matter experts and stakeholders and work effectively across organizational units to move projects and initiatives forward. Knowledge or experience in project management, business operations, business analysis, data analytics, process improvement, strategic planning, or data-informed decision-making is preferred.

Requirements

• A master’s degree from an accredited college or university with a major in business administration, public administration, urban planning, economics, urban affairs, marketing research, finance, or political science and three years of satisfactory full-time professional experience handling business promotion related to capital projects, urban planning, economic development, or financial development at least two years of which must have been in a managerial or executive capacity
• A baccalaureate degree from an accredited college or university and five years of satisfactory full-time professional experience as described in "1" above, including two years of managerial or executive experience described in "1" above
• A satisfactory combination of education and/or experience equivalent to "1" or "2" above
• Thirty (30) graduate semester credits from an accredited college or university will be considered equivalent to one year of the required experience
• All candidates must have two years of managerial or executive experience as described in "1" above and a four-year high school diploma or its educational equivalent
• Experience in a managerial capacity must include, but is not limited to, responsibilities such as: strategic planning for an office/division; creating and implementing policies; setting standards and best practices defining and documenting project scope; root cause analysis with recommendations; collaborating with other managers and executives to define future state of a program; and/or forecasting
• Experience in an executive capacity must include, but is not limited to, responsibilities such as managing multiple bureaus, areas and/or divisions; formulating the organizational strategy/governance; formulating the organization's architectural strategy; developing, setting and enforcing the organization's policies; developing partnerships; and/or developing the organization's budget, cost savings, and revenue generation

Responsibilities

• Plan, coordinate, manage, and implement special projects, strategic initiatives, and operational priorities from initiation through delivery, including developing work plans, timelines, milestones, deliverables, and tracking mechanisms
• Coordinate cross-unit projects and initiatives involving the Procurement, Expense, Truck Permits, and Capital Finance Units, including coordinating activities, identifying interdependencies, and aligning objectives and deliverables
• Collaborate with project sponsors, managers, staff, subject matter experts, and other stakeholders to define objectives, requirements, responsibilities, and expected outcomes, facilitate communication, and advance projects and resolve issues
• Identify and engage appropriate internal and external stakeholders, subject matter experts, vendors, consultants, and other partners to support project development, analysis, decision-making, and implementation
• Identify, evaluate, and advance initiatives that improve business operations, service delivery, efficiency, resource utilization, and revenue opportunities, including new programs, services, partnerships, processes, and other business initiatives
• Conduct research and business analysis of operational, financial, procurement, project, industry, and performance information to identify trends, gaps, risks, opportunities, and areas for improvement, and develop recommendations and implementation strategies
• Prepare reports, presentations, briefings, dashboards, business cases, recommendations, agendas, and other materials to support executive and project meetings, decision-making, and communication of project status and findings; coordinate meetings and working sessions, document decisions and action items, and follow up on outstanding matters
• Monitor project progress, deliverables, dependencies, risks, issues, and deadlines; maintain project trackers, dashboards, and other management tools; and identify matters requiring management attention or escalation
• Perform other related duties and special assignments as required
