About The Position

The Special Education Compliance Coordinator provides leadership, guidance, and oversight to ensure the delivery of high-quality special education services and compliance with all applicable federal and state laws, regulations, and requirements. This position serves as SECEP's primary resource for special education compliance and works proactively to build the capacity of administrators, teachers, case managers, and support staff through coaching, consultation, professional learning, and technical assistance. The Coordinator partners with school and program leaders to develop and sustain effective systems for IEP development, documentation, procedural safeguards, compliance monitoring, state assessment participation, and continuous improvement. Through job-embedded coaching, data analysis, compliance reviews, and collaborative problem-solving, the Coordinator supports staff in addressing complex student needs while promoting legally compliant and educationally sound practices. The Special Education Compliance Coordinator fosters a culture of accountability, collaboration, and continuous growth by working closely with administrators, instructional staff, families, and stakeholders to improve outcomes for students with disabilities. As a member of the Central Leadership Team, the Coordinator supports the implementation of the SECEP Vision, Mission, and Strategic Plan and reports directly to the Assistant Director of Curriculum, Instruction and Professional Development.

Requirements

  • Master's degree in Special Education and K-12 Administration required.
  • Minimum of three years of successful special education experience required.
  • Minimum of five years of successful administrative, supervisory, or leadership experience.
  • Knowledge of IDEA, special education regulations, compliance requirements, IEP development, assessment participation, transition planning, and instructional practices for students with disabilities.
  • Ability to coach and support administrators and staff, analyze data, facilitate professional learning, and implement continuous improvement initiatives.
  • Strong communication, organizational, analytical, problem-solving, and leadership skills.
  • Proficiency with student information systems, special education management systems, and Microsoft Office applications.
  • Ability to establish effective working relationships and maintain confidentiality.

Nice To Haves

  • Experience utilizing student information systems (e.g., Synergy, PowerSchool) to manage student records, monitor compliance, and support data-driven decision-making is preferred.
  • Experience with special education compliance, monitoring activities, and professional development preferred.

Responsibilities

  • Advises staff on federal, state, and local special education regulations, policies, procedures, and best practices.
  • Oversees compliance reviews of IEPs, student records, Indicator 13 requirements, assessment participation, accommodations, and other special education processes; develops corrective action plans as needed.
  • Oversees the maintenance, retention, and disposition of special education records and supports federal and state monitoring, audits, and compliance reviews.
  • Reviews assessment and program data to identify trends, monitor compliance indicators, and support continuous improvement efforts.
  • Conducts audits of Section 504 records, accommodation plans, and related documentation to ensure compliance with federal regulations, accurate implementation of accommodations, and timely completion of required reviews and meetings.
  • Provides oversight and guidance regarding Section 504 compliance, including the development, implementation, monitoring, and review of accommodation plans to ensure students receive appropriate supports and services in accordance with federal regulations.
  • Evaluates, monitors, and provides guidance on school safety plans, crisis intervention plans, and emergency response procedures to ensure compliance with applicable regulations, alignment with student needs, and implementation of best practices for maintaining safe and supportive learning environments.
  • Provides coaching, mentoring, technical assistance, and professional development to administrators regarding special education compliance, instructional practices, and student supports.
  • Coordinates training related to IEP development, procedural safeguards, prior written notices, state assessments, accommodations, alternate assessments, inclusion practices, Functional Behavior Assessment (FBA), Behavioral Intervention Plans (BIP), and regulatory requirements.
  • Develops and delivers professional learning on Virginia SOL testing requirements, including test security, accommodations, participation criteria, administration procedures, and testing irregularities; monitors implementation and provides corrective guidance to ensure compliance with state and local assessment regulations.
  • Provides training and technical assistance to administrators, school testing coordinators, teachers, and support staff regarding Virginia Standards of Learning (SOL) testing regulations, security requirements, accommodations, and testing procedures to ensure compliance with Virginia Department of Education guidelines.
  • Collaborates with school administrators, testing coordinators, and instructional staff to ensure compliance with state and local assessment requirements for students with disabilities.
  • Provides training to School Test Coordinators (STCs) on using the Analytics Dashboard to analyze student assessment data, identify performance trends, examine subgroup achievement gaps, and pinpoint specific areas of student need.
  • Reviews assessment and program data to identify trends, monitor compliance indicators, and support continuous improvement efforts.
  • Develops and delivers professional learning on Virginia SOL testing requirements and assessment compliance.
  • Provides training and technical assistance related to Virginia SOL testing regulations, security requirements, accommodations, and testing procedures.
  • Assists schools and IEP teams in developing transition plans, accommodations, supports, and services that promote successful participation in general education environments.
  • Provides oversight and guidance regarding Section 504 compliance, including the development, implementation, monitoring, and review of accommodation plans.
  • Collaborates with school teams to ensure students with disabilities receive appropriate assessment accommodations and access to educational programs.
  • Collaborates with school administrators, testing coordinators, and instructional staff to ensure compliance with state and local assessment requirements for students with disabilities.
  • Serves as an active member of the Central Leadership Team and performs related duties as assigned.
  • Supports federal and state monitoring activities, audits, corrective action processes, and continuous improvement initiatives across the organization.
  • Participates in committees, workgroups, accreditation activities, and organizational improvement initiatives.
  • Supports schools and programs during compliance reviews, investigations, and monitoring activities.
