About The Position

The purpose of this position is to provide programmatic leadership to the Early Intervention (EI) teams by managing the day-to-day program implementation and personnel located within the assigned district while also carrying a caseload to provide direct EI services. Requirements

  • A Master’s degree is required at this level with the exception of a Registered Nurse, then a BSN Degree is required.
  • Applicants must have two years of professional supervisory, managerial, consultative, or administrative experience as well as 2 years of experience in EI service provision.
  • Applicant must be licensed or certified in one of the following disciplines: Speech Language Pathologist, Behavior Health Clinician, Social Work, Child Development Specialist, Registered Nurse, Physical Therapist, Occupational Therapist, or Special Education.
  • Applicants must be willing and able to perform all job-related travel normally associated with this position and possess a valid driver’s license.
  • If education, certification or licensure is required to meet qualifications, applicants must provide documentation at the time of application.
  • All applicants are subject to a background check and must be legally authorized to work in the United States without visa sponsorship.
  • Knowledge of OSDH agency policies and procedures.
  • Knowledge of the Individuals with Disabilities Education Act (IDEA)-Part C and the Oklahoma Early Intervention Act according to all state and federal laws, policies, and procedures related to assigned agency programs.
  • Knowledge of the principles, methods and practices of the various disciplines being supervised.
  • Knowledge of the SoonerStart policies and procedures as documented in the current administrative manuals.
  • Knowledge of supervisory principles and practices.
  • Proficiency in human relations, problem solving, conflict resolution, negotiation, decision-making, critical and analytical thinking skills.
  • Proficiency in use of intermediate computer skills: email, use and development of spreadsheets, presentation and publisher software and internet searches.
  • Ability is required to supervise and evaluate personnel and program performance.
  • Ability to establish and maintain effective working relationships with others.

Responsibilities

  • Provides evidence-based services for children with developmental delays or disabilities birth to three in the child’s natural environment according to the Individualized Family Service Plan.
  • Manages SoonerStart team located within the district in the completion of assigned functions and activities.
  • Directs staff on state and federal laws, policies, and procedures to ensure EI program goals and objectives are met.
  • Reviews staff charting/reports, conducts administrative audits, monitors program activities, and other information to assure compliance with program standards and evaluate program effectiveness, efficiency, and quality of service.
  • Supervises professional staff including calibration development, approves time and leave, and initiates corrective actions concerning program procedures and staff management if necessary.
  • Oversees daily operations of the SoonerStart EI program within the district to ensure in completion of assigned duties and activities.
  • Attends quarterly in person and monthly virtual Lead Clinician meetings set by EI Manager and EI Consultant.
  • Conducts on-site staff meetings in conjunction with Department of Education staff and participates in clinical staff meetings.
  • Assists with mentorship and technical assistance as appropriate in collaboration with AHTP.
  • Coordinating services with the State Department of Education including direct collaboration with the OSDE Program Manager.
  • Works with the EI Consultant, State Department of Education SoonerStart Professional Development Specialist, AHC, and AHTP to identify training needs of staff.
  • Represents the EI Program at local supervisor meetings and when appropriate with external partners.
  • Conduct community outreach and public awareness activities within district to promote SoonerStart services.
  • Manage and ensures training for contractors providing early intervention services is completed and services being carried out for EI clients and families aligns with program standards and the EI operations manual.
  • Works in conjunction with the SoonerStart Contractor Monitor to ensure the spend down of each contract appropriately.
  • Collaborates with Human Resources and the EI Consultant to assure adequate program staffing, including hiring of new staff and interview process as appropriate.
  • Collaborates with EI Consultant, Allied Health Coordinator, and the AHTP Clinical Practice Consultant with onboarding process of new staff and implementing shadowing of other staff as needed.
  • Maintain supervisory CEUs annually per HR guidelines.
  • Maintains staff’s credentials and licensure in EDPlan.
  • Being present in the office is an essential function of this job.
