About The Position

Nakupuna Consulting is seeking an experienced Solutions Architect to support the Integrated Personnel and Pay System – Army (IPPS-A) Army Military Payroll (AMP) program. This position serves as a senior functional and business architecture subject matter expert responsible for guiding the design, integration, and delivery of Army Military Payroll capabilities across multiple product areas. The Solutions Architect partners with Government stakeholders, Product Owners, Portfolio Operations, Development, Testing, Functional Analysts, and enterprise architects to translate complex payroll and personnel requirements into scalable software solutions. This role provides strategic leadership across multiple Agile teams and serves as a trusted advisor for pay validation, payroll accounting, DFAS integration, and enterprise business processes. The Solutions Architect will fit/gap customer requirements to PeopleSoft HCM capabilities and transform design approach into working-level stories and tasks for development team consumption in a backlog. The Solutions Architect will mentor and coach a group of PeopleSoft HCM specialists working on multiple development teams.

Requirements

  • Bachelor's degree or five (5) additional years of relevant experience supporting the Federal Government, Department of Defense, or Army preferred.
  • Minimum ten (10) years of experience supporting DoD personnel, military pay, payroll, finance, accounting, or enterprise business systems.
  • Experience with Pay Validation
  • Experience with DFAS payroll operations and military pay processes
  • Experience with Enterprise payroll and personnel systems
  • Experience with Payroll accounting and financial reconciliation
  • Experience with Business process analysis and functional solution design
  • Experience with Requirements elicitation and stakeholder engagement
  • Experience with Systems integration and data conversion
  • Experience with Agile software development and SAFe methodologies
  • Experience with Cross-functional leadership in large-scale Government modernization programs
  • Strong analytical, problem-solving, and communication skills required.
  • Experience leading cross-functional solution design efforts and collaborating with Government stakeholders is preferred.
  • Knowledge of military pay, payroll, finance, enterprise business processes, Agile methodologies, and SAFe principles is highly desirable.
  • Current Secret clearance.
  • Must be a U.S. Citizen.

Responsibilities

  • Provide strategic guidance for payroll modernization initiatives and emerging program priorities.
  • Lead functional solution design for Army Military Payroll capabilities across personnel, payroll, payroll accounting, and enterprise integration solutions.
  • Analyze complex business requirements and recommend scalable solution approaches.
  • Provide architectural guidance and best practices for enterprise payroll and personnel solutions.
  • Translate business requirements into epics, features, user stories, acceptance criteria, and functional designs.
  • Partner with Government stakeholders to define business needs and develop solution strategies.
  • Serve as the primary liaison between Government stakeholders, business SMEs, and technical delivery teams to ensure successful implementation.
  • Evaluate business processes and recommend configuration, customization, or process improvements.
  • Support data conversion, reconciliation, payroll validation, system integration, and production readiness activities.
  • Collaborate with Product Management, Development, Testing, and Portfolio Operations to ensure successful delivery.
  • Identify program risks, dependencies, and technical impacts while recommending mitigation strategies.
  • Review solution designs, functional specifications, and implementation approaches for quality and consistency.
  • Provide strategic guidance for payroll modernization initiatives and evolving program priorities.
  • Mentor Solution Architects, Functional Analysts, and other team members.
  • Represent the program in customer meetings, technical exchanges, and executive briefings.
  • Develop and maintain solution documentation, business process flows, and design artifacts.
  • Support defect analysis, root cause investigations, and implementation planning.
  • Perform other duties as assigned in support of program objectives.
