Requirements

• 10+ years mainframe experience (COBOL, JCL, DB2) with strong legacy code analysis skills.
• Proven expertise in business rule extraction/translation and JDM/Decision Management platforms.
• Lead architect experience on large modernization initiatives, managing distributed onshore/offshore teams.
• Bachelor's degree, preferably in Computer Science, Information Technology, Computer Engineering, or related IT discipline; or equivalent experience
• Limited immigration sponsorship may be available
• Ability to travel 10%, on average, based on the work you do and the clients and industries/sectors you serve

Responsibilities

• Analyze legacy mainframe code (COBOL/JCL/DB2) and process flows to extract true business behavior, especially around enrollment/eligibility logic.
• Translate extracted logic into business-readable rules and decision models, ensuring traceability from legacy system to implemented rule.
• Validate rules with business SMEs and oversee offshore teams' rule extraction, development, and testing deliverables.
• Define standards, resolve logic gaps/conflicts, and guide test case development to confirm new rules replicate legacy behavior.
• Independently and collaboratively lead client engagement workstreams focused on improvement, optimization, and transformation of processes including implementing leading practice workflows, addressing deficits in quality, and driving operational outcomes.
