Solution Architect, Cloud / Microservices-EXIM

TechSur Solutions•Washington, DC

About The Position

TechSur Solutions is seeking a Solution Architect to design the target architecture for EXIM Online modernization. The role will transform a legacy Java/J2EE monolith into a secure, scalable, AWS-based microservices platform. The architect will lead decisions across domain decomposition, APIs, integrations, security, data ownership, observability, resiliency, and coexistence with legacy systems. The position includes defining the target microservices architecture; planning decomposition of legacy applications and workflows; designing AWS reference architectures for DEV, SQT, UAT, PROD, and COOP environments; coordinating architecture approvals with stakeholders; and producing architecture and integration diagrams, data flows, API standards, service design patterns, and modernization sequencing plans. Architecture must align with federal cloud security expectations and the stated security frameworks and practices.

Requirements

  • 10+ years of enterprise solution architecture experience, including cloud-native application modernization.
  • Export-Import Bank IT experience is required.
  • Hands-on experience with AWS, microservices, containers, Kubernetes/EKS, APIs, event-driven architecture, observability, and secure integration patterns.
  • Experience decomposing legacy Java/J2EE or WebSphere applications into domain-driven microservices.
  • Experience with data migration, legacy coexistence, the strangler pattern, feature toggles, controlled cutover, and rollback strategies.
  • Ability to translate business workflows and mission requirements into scalable, secure, production-ready technical architectures.
  • AWS Solutions Architect Professional certification or equivalent.
  • Experience with federal ATO, cATO, Zero Trust, DevSecOps, or secure cloud environments.
  • Experience supporting financial, insurance, loan processing, claims, reporting, or high-transaction systems.

Responsibilities

  • Define the target microservices architecture for EOL, including domain-aligned services, APIs, synchronous and asynchronous communication, security boundaries, data ownership, and integration patterns.
  • Lead decomposition planning for legacy Java/J2EE workflows, database objects, stored procedures, integrations, batch jobs, and business rules.
  • Design AWS reference architectures for DEV, SQT, UAT, PROD, and COOP environments, including account segmentation, VPC design, security guardrails, and high availability.
  • Coordinate architecture approval with EXIM technical, business, cybersecurity, O&M, and downstream system stakeholders.
  • Develop architecture, integration, and data flow diagrams; API standards; service design patterns; and modernization sequencing plans.
  • Ensure architecture aligns with EO 14028, Zero Trust, NIST SSDF, cATO, DevSecOps, and federal cloud security expectations.
