About The Position

The Solid Waste Permit Technician performs intermediate technical and skilled administrative support work receiving and processing Solid Waste User Permit applications for residents residing in unincorporated areas and Temporary Solid Waste User Permit applications for incorporated areas of Wilson County. The technician will be responsible for processing payments, preparing and maintaining associated records and files, and related work as required. Work is performed under the limited supervision of the Solid Waste Assistant Director. This is a full-time position with all applicable benefits.

  • Ability to type accurately at a moderate rate of speed.
  • Ability to use a computer and popular computer-driven word processing, spreadsheet and file maintenance programs.
  • Ability to maintain complete and accurate records and to develop meaningful reports from those records.
  • Ability to analyze and interpret policy and procedural guidelines and to resolve problems and questions.
  • Ability to develop and modify work procedures, methods and processes to improve efficiency.
  • Ability to communicate effectively orally and in writing.
  • Ability to exercise considerable tact and courtesy in frequent contact with the general public.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.
  • Associates/Technical degree with coursework in business management, or related field and considerable experience in administrative support and office operations, or equivalent combination of education and experience.
  • Valid driver’s license in the State of North Carolina.
  • Possession of or ability to obtain Weighmaster license and Landfill Operations Specialist certification within six months of employment.

Responsibilities

  • Receives and processes requests for Solid Waste User Permit requests and Temporary Solid Waste User Permit requests.
  • Research Wilson County Property Tax Inquiry records, Wilson County, NC GIS Mapping, Wilson County, NC Register of Deeds, and OpenGov Online Permitting Portal to confirm the property/parcel is located in unincorporated areas within Wilson County, confirm there is a residential dwelling, and is not a commercial property/business.
  • Research Wilson County Property Tax Inquiry records and Wilson County, NC GIS Mapping to confirm there is a SWAF (Solid Waste Availability Fee) attached to the property. If no SWAF has been added to the property/parcel, work with Tax Department to resolve the issue.
  • Confirms ownership matches requestor’s name. When there is a discrepancy, research NC Register of Deeds to confirm there has been a change in ownership. When there is conflicting information, work with Tax Department to resolve the issue.
  • Work with Tax Department to ensure Solid Waste Letter and User Permits are mailed out with Tax Department’s annual billing of property taxes.
  • Coordinate with Tax Department to systematically review all Parcels in unincorporated areas of Wilson County to confirm property/parcel has SWAF (Solid Waste Availability Fee) attached, and the property taxes are being assessed appropriately.
  • Maintain spreadsheet listing all parcels that have a SWAF attached showing when a Permit was issued; record and maintain requests for New Construction Solid Waste User Permit requests; and record and maintain the Sale of Temporary Solid Waste User Permits.
  • Receives and processes requests for Temporary Solid Waste User Permit requests for residents who reside in incorporated areas of Wilson County.
  • Will become a certified Weighmaster and learn to operate computer-operated scales and billing system to weigh loaded vehicles, compute charges, and classify waste, evaluate loads, and determine applicable charges.
  • Enters a variety of data into computer; verifies statistical and other records for accuracy and completeness; enters and retrieves sensitive and restricted information into computer system.
  • Assists in the coordination and preparation of periodic, special and other reports; collects information from a variety of sources and compiles data.
  • Maintains Wilson County Solid Waste’s Facebook and Website; collaborate with Communications Director on postings.
  • Operates and maintains a variety of standard office equipment.
  • Performs other related work as required.
