About The Position

Provide direct supervision and oversight of Hubbard County solid waste facilities, including transfer station and demolition landfill management. Assist with supervision and oversight of recycling, reuse, and household hazardous waste management. Responsible for daily operations, staff supervision, service coordination, regulatory compliance, and facility and equipment management to ensure safe, efficient, and compliant solid waste services. Conduct demolition inspections and assist with facility, building, and grounds management. Oversees the daily operations of solid waste, recycling, transfer station, and demolition landfill facilities to ensure safe, efficient, and compliant service delivery. Supervises staff, coordinates operational activities, manages facility maintenance and equipment, and supports personnel functions including hiring, scheduling, performance management, and labor relations. Ensures compliance with environmental regulations and safety standards while overseeing recycling, organics, hazardous waste, and demolition landfill programs. Responds to public inquiries, coordinates with contractors and vendors, and assists in developing and implementing departmental goals and operational priorities.

Requirements

  • Associate degree or two (2) years of post-secondary training in environmental science, civil engineering, or related field and two (2) years of related experience; OR six (6) years of directly related work experience; OR an equivalent combination of education and experience totaling six (6) years.
  • Class A Commercial Driver’s License (CDL) with air brakes or Class B commercial driver’s license (CDL) and must obtain Class A commercial driver’s license (CDL) with air brakes within 6 months of hire.
  • Proficiency in Microsoft Word and Excel.
  • Ability to obtain Minnesota Pollution Control Agency (MPCA) Type III Landfill Operator Certification within one (1) year of hire.
  • Ability to complete OSHA HAZMAT training within one (1) year of hire.
  • Successfully complete all pre-employment screening requirements.
  • Successfully pass a pre-placement-controlled substance test (under the Federal Drug and Alcohol Testing law) and completion of Release of Information 49 CFR Part 40 (40.25, as amended), contingent upon a conditional offer of employment.
  • Knowledge of solid waste management systems, including recycling, reuse, organics, hazardous waste, and landfilling operations.
  • Adhere to all laws, statutes, policies and rules with the essential level of confidentiality and safety required of the position.
  • Strong leadership and supervisory skills, including training, delegation, and performance management.
  • Proficient in using automated systems relevant to the position.
  • Communicate effectively both orally and in writing with all stakeholders relevant to the position.
  • Detail-oriented with strong organizational skills, accuracy, and problem solving.
  • Ability to plan, organize, and supervise daily operations of solid waste facilities.
  • Ability to work safely in high-traffic and outdoor environments in varying weather conditions.
  • Ability to multitask, prioritize work, and respond to operational needs while maintaining regulatory compliance.
  • Maintain composure in supervisory and management situations.
  • Establish and maintain effective working relationships.
  • Follow established procedures and directives from supervisors.

Nice To Haves

  • Class A CDL with air brakes.
  • MPCA Type III Landfill Operator Certification.
  • OSHA HAZMAT training.
  • Experience operating and/or maintaining heavy equipment (e.g., compactor, baler, loader, skid steer, forklift).
  • Mechanical background or diesel equipment experience.
  • Prior supervisory or lead experience in solid waste, construction operations, or public works.
