About The Position

Under the general supervision of the Deputy Director of Public Works and in coordination with the Blight Remediation Superintendent, the Solid Waste Disposal Foreman oversees daily solid waste collection operations. This role supervises Waste Collector-Drivers, ensuring the safe, efficient operation of collection vehicles and equipment, and the proper disposal of waste. The position plays a critical role in protecting public health and maintaining community cleanliness, while supporting the overall success of the City's solid waste management program.

Requirements

  • A thorough knowledge of all methods, practices, tools, equipment and materials used in the collection of solid waste and disposal is required.
  • Must have a Valid State of Ohio Class B Commercial Driver’s License required by the time of hire.
  • Must have (5) years of supervisory experience in solid waste operations or related field.
  • Minimum of (3) years of experience operating a waste collection vehicle, straight truck or equivalent.
  • Minimum High School Diploma or GED.
  • Must have knowledge of garbage collection and disposal procedures, scheduling systems and procedures, record keeping and knowledge of equipment cleaning standards and procedures.
  • All candidates for employment with the City of Youngstown must be residents of Mahoning County or an Ohio County that is adjacent to Mahoning County at time of hire.

  • Graduation from an accredited college or university with a BS or BA degree with major course work in public administration, environmental studies, solid waste management or related field (Preferred).

Responsibilities

  • Oversee solid waste services, programs, and operations in the absence of the Solid Waste Disposal Superintendent
  • Assist in developing and managing the division's annual budget, including forecasting staffing, equipment, and material needs; monitor and approve expenditures
  • Coordinate with regulatory agencies, ensure landfill compliance, and oversee preparation of required reports
  • Respond to and resolve resident inquiries, service requests and complaints in a professional manner
  • Plan and assign collection routes; adjust operations based on road, traffic, and weather conditions
  • Monitor daily route progress and ensure adherence to operational plans; implement adjustments as needed
  • Review daily tonnage reports and operational logs to ensure accuracy and regulatory compliance
  • Supervise, train, motivate and evaluate staff, address performance issues and support professional development
  • Coordinate routine and preventative maintenance of vehicles and equipment
  • Implement and enforce safety protocols to reduce risks of injury, property damage, and accidents
  • Ensure timely compliance with all federal. state, and local reporting requirements
  • Perform additional duties as assigned
