About The Position

The Wisconsin State Laboratory of Hygiene (WSLH) serves as the public, environmental, and occupational health laboratory for the State of Wisconsin. WSLH is a public sector entity, under the umbrella of the University of Wisconsin. This position works under the general direction of the Director of Dev/Ops. The Software Engineer/Developer IV is an experienced senior developer responsible for the analysis, design, development and support of in-house applications, websites, interfaces, reporting systems, and the various LIMS (Laboratory Information Management Systems) that support the laboratories and divisions affiliated with WSLH. This position requires the ability to work independently as well as in teams consisting of staff from multiple areas (business, technical, and vendors). This position will also lead teams in development efforts. This position involves researching new technologies, methodologies, programming languages and frameworks to develop and support WSLH information systems. This position will review systems for cybersecurity threats and weaknesses, and take corrective actions. This position will work with the Development Team to implement strategies and tools for automated testing, management of source code, and Continuous Integration/Continuous Delivery (CI/CD) to ensure quality and keep custom software up-to-date with current technologies. Typical duties of this position include: performing systems analysis and documenting systems design; working with laboratory analysts to develop solutions (including cloud-based) to support research, analysis and workflows; maintaining and resolving problems with existing programs; working with other development team members to create new web and computer applications; and developing data interfaces and API’s with internal and external systems, customers and agencies. Initial training is 100% on-site. Upon successful completion of training, hybrid remote work options may be granted at manager discretion.

Requirements

Demonstrated knowledge and experience developing applications using Java and integrated development environments (IDEs) such as Eclipse or equivalent tools.
Demonstrated knowledge and experience working with Oracle and SQL Server databases , including advanced SQL skills and database design.
Experience with DevOps practices , including the implementation and use of Continuous Integration/Continuous Delivery (CI/CD) pipelines, automated builds, deployments, and testing.
Experience with web application development , including secure development practices and prevention/mitigation of common cybersecurity threats and vulnerabilities.
Experience with software quality assurance and testing , including developing test plans, test cases, and automated or manual test scripts.
Demonstrated technical leadership through mentoring, architecture and code reviews, stakeholder influence, and delivery of customer-focused business outcomes.

Nice To Haves

Working knowledge of Linux operating systems .
Working knowledge of Git-based source control and collaboration tools , including GitHub and/or GitLab.
Working knowledge of Maven and artifact repository management tools such as Nexus .
Working knowledge of HL7 healthcare data exchange standards and interfaces .
Working knowledge of batch processing and batch job design .
Working knowledge of PHP, JavaScript, or other scripting/programming languages .
Familiarity with front-end technologies such as HTML, CSS and JavaScript frameworks (React)
Approximately 8+ years in software engineering, application development, or enterprise solution delivery, including 7+ years with Java, Spring Boot, or comparable backend technologies.
4 year degree in Computer Science or related field is preferred.

Responsibilities

Research and implement new development tools and associated infrastructure
Research and develop ways to automate and improve development and release processes
Develops data structure and systems performance strategies
Trains and provides technical guidance to lower level staff
Reviews systems requirements, design, and business processes to ensure the alignment with IT and business strategies
Provide support WSLH Labs to find solutions for testing, reporting, research and other needs
May supervise unit staff and resolve routine personnel issues
Provides expertise on the resolution and technical approach of complex technical design and system integration problems
Leads application development, integration upgrades, and maintenance projects
Conducts system analysis, reviews, and interprets system requirements, and develops detailed system design specifications for system integration and upgrades
Consults with clients on project status, proposals, or technical issues
Ensure that systems are safe and secure against cybersecurity threats
Designs and develops well integrated applications that meet present and future business needs
Determines testing methodologies and manages the development and implementation of comprehensive test plans
