About The Position

The Department of Innovation & Technology (DoIT) is seeking to hire qualified candidates for the role of Software Asset Manager. This position serves as the Software Asset Manager for the DoIT, responsible for managing, planning, and implementing the entire lifecycle of software assets from procurement to retirement. The role involves developing and managing the software asset management (SAM) policy and implementation process. The Software Asset Manager will manage, plan, and implement software asset portfolios to optimize cost and identify opportunities for cost savings through rightsizing and eliminating unused software. Additionally, this position serves as a full line supervisor, responsible for assigning and reviewing work, providing guidance and training to assigned staff, and counselling staff regarding work performance.

Requirements

Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in management information systems, information technology, computer science, or a directly related Information Technology field.
Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or private business Information Technology organization.
Requires three (3) years of professional experience supervising a team of Information Technology professionals in a large and highly complex public or private IT organization.
Ability to analyze complex administrative and technical challenges, identify root causes, and implement strategic result-driven solutions that enhance operational efficiency and organization effectiveness.
Ability to develop and maintain cooperative working relationships with staff, managers, executives, vendors, and external stakeholders, fostering collaboration in resolving sensitive administrative issues and supporting subordinate team members or project staff.
Demonstrated verbal and written communication skills to present administrative and technical information clearly and precisely to diverse stakeholders including executives, managers, staff, vendors, subordinate staff, and external/internal auditors.
Requires the ability to verify identity and requires employment authorization to accept permanent full-time position with the State of Illinois.
Requires the ability to pass a position specific, agency required background check and requires self-disclosure of criminal history.
Requires the ability to travel in the performance of duties.
Requires the ability to use agency supplied equipment such as laptop, personal computer, work cell phone, etc.
Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45.
Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest.

Nice To Haves

Four (4) years of professional experience designing, developing, or implementing enterprise-wide policies and procedures for software asset management or a similar program, including alignment with regulatory or audit requirements.
Four (4) years of professional experience working with software asset management (SAM) tools to track licenses, monitor usage, generate compliance reports, support audits, or inform software lifecycle decisions.
Four (4) years of professional experience utilizing advanced data analysis and reporting tools to monitor software usage, drive compliance reporting, or support informed decision-making.
Four (4) years of professional experience interpreting, negotiating, and managing complex software licensing agreements with major vendors such as Microsoft, or Adobe, including identify compliance risk or optimizing licensing terms for cost efficiency and strategic value.
Three (3) years of professional experience coordinating internal or external software licensing audits, including preparing comprehensive audit documentation, managing responses to audit inquiries and findings, and overseeing remediation and corrective actions to maintain compliance with licensing terms or internal operational procedures.
Three (3) years of professional experience planning, developing, and delivering training programs or change management initiatives related to software asset management or a similar program.

Responsibilities

Serves as the Software Asset Manager for the Department of Innovation & Technology (DoIT), performing highly responsible and sensitive policy making functions and management of the Software Asset Management (SAM) program.
Manages the consolidation of statewide software licensing and asset tracking activities, supporting over 75,000 unique software products and entitlements, including servicing client agencies.
Directs, plans, develops, and administers complex and highly technical statewide software asset portfolios to optimize cost and identify opportunities for cost savings through rightsizing and eliminating unused software.
Manages, plans, and implements training and awareness of statewide software asset management policies and procedures.
Educates staff on software licensing policies and best practices.
Serves as full line supervisor.
Keeps abreast of new developments in the Information Technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences.
Performs other duties as required or assigned.
