About The Position

Under the direction of the Data and Informatics Bureau Chief, this position serves as the department's subject matter expert for data governance, providing guidance for the responsible management and use of public health data. The role leads data stewardship and ownership models, transitioning the organization from data silos to shared accountability. It performs a full range of highly responsible administrative and managerial functions as head of the Division of Data Governance, including staff supervision, operational planning, and performance management. The position also manages, directs, controls, and evaluates the Division's grant programs and serves as the Division's full line supervisor. Additionally, it coordinates the Division’s legislative program, plans and organizes the division’s budget, and makes appropriate fiscal recommendations. The Illinois Department of Public Health (IDPH) is tasked with the oversight of communities within Illinois to achieve and maintain optimal health and safety. With an annual budget of over $1.8 Billion in state and federal funds, 6 regional offices, 3 laboratories and over 1,400 employees, IDPH is equipped to fulfill its mission of protecting the health and wellness of the people of Illinois through the prevention, health promotion, regulation and control of disease and injury.

Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in data governance, data management, compliance, privacy or information policy.

Nice To Haves

  • Three (3) years of demonstrated experience developing or implementing data governance frameworks, policies or standards.
  • Three (3) years of experience planning and implementing health data architecture and metadata management, data catalogs and data classification frameworks.
  • Working knowledge of data privacy, confidentiality and compliance requirements (e.g. HIPPA, state privacy laws).
  • Two (2) years of experience serving as a supervisor.
  • Strong facilitation and negotiation skills to support data councils, stewardship models and governance decision making.
