The J37 Special Operations Forces (SOF) Joint Training and Exercise Designer and Planner will be responsible for conducting scenario-based exercise design, planning, and scripting in support of Chairman of the Joint Chiefs of Staff (CJCS) and other nominated exercises. This role involves planning and providing exercise subject matter expertise to support the planning, coordination, integration, execution, and After-Action Reports (AAR) of assigned exercises within the global DoD exercise community. The planner will serve as an exercise planner and designer of robust SOF Command Post Exercises (CPX), Tabletop Exercises (TTX), and Field Training Exercises (FTX) on behalf of SOCCENT in both CONUS and OCONUS locations. The position requires designing, planning, and executing joint, combined training and exercise assessments to improve joint readiness and interoperability. The planner will lead the planning of Command's Readiness Exercises, Two-Star directed Readiness Exercises, shorter duration Table-Top Exercises, CPX, and FTX in accordance with SOCCENT Exercise Division requirements. Preparation of briefs, information papers, and presentations at a General Officer/Flag Officer (GO/FO) executive level of communication is also a key responsibility. The role involves analyzing and developing joint training and exercise objectives in accordance with the most recent joint doctrine and based on guidance from the SOCCENT Exercise Division. Evaluation of exercise design throughout the joint exercise lifecycle and conducting exercise planning as the lead subject matter expert for assigned exercises is expected. The planner will work and travel side by side with U.S. Service members throughout the entire planning cycle, traveling to CONUS and OCONUS locations up to 100 days per year. This position requires serving as the primary planner for one exercise and concurrently as the alternate planner for at least one additional assigned exercise for the entirety of the overlapping 18–24-month exercise planning cycle(s), maintaining this role through the entire Joint Exercise Life Cycle (JELC) to exercise execution and after-action review. Coordination, scheduling, attendance, participation, and representation of the SOCCENT J37 in exercise-related meetings, conferences, and video teleconferences (VTC) are essential. Development of comprehensive joint training plans for the training audience, based on Commander's guidance, relevant plans, and Joint Mission Essential tasks, conditions, and standards is required. The planner will also plan and manage requirements for the Exercise Control Group (ECG) as needed. Development of training plans related to contingency operations and crisis management, and support for the delivery of operational exercises, informational briefings, operational programs, and training events are part of the duties. Forecasting, analyzing, and annotating budgetary requirements supporting each assigned exercise for the entirety of the JELC is necessary. The role includes planning and conducting Government and inter-agency exercise technical events and workshops, with an expectation of planning and supporting a minimum of two (2) to a maximum of six (6) conferences and/or workshops annually. Development of recommended joint training plans and conducting designated Government and interagency exercise conferences and workshops to support training and exercise development are also key responsibilities. The planner will be responsible for inputs into the Joint Training (JTT) or its replacement system of record regarding force requests, allocation, and publications. Conducting joint exercise analysis in support of deliberate and contingency planning scenarios and facilitating examination of future-state scenarios and force structures against adversaries is required. Providing SOCCENT with the design and development of joint training and exercises to assess OPLAN and Theater Campaign Plan (TCP) viability to determine shortfalls, and conducting spiral assessment on issues of strategic, operational, and tactical value to the Commander are also part of the role. Active participation in SOCCENT battle rhythm events, working groups, operational planning teams, and other planning events related to assigned exercises and initiatives is expected. The planner will sign for and maintain accountability of government equipment/property utilized and safeguard all Government equipment, information, and property provided for Contractor use.
