About The Position

DSHS HCLA Social and Health Program Consultant 2 Internal Only: This position is open to current DSHS employees only. If you consider yourself a knowledge expert with institutional-based social service programs, consider joining the Home and Community Living Administration with the Statewide Eligibility and Service Delivery team. As a Social and Health Program Consultant 2, you will serve as social services training support. We are looking for someone with successful listening skills. You will be responsible for mentoring and coaching staff, and consulting with financial and social services specialists to assure accurate processing of applications and referrals. This is a great opportunity to work beyond the traditional work practices in an office setting. You will have the opportunity to collaborate with different people within the agency from line staff to office managers, our local Area Agencies on Aging (AAA) public partners, and headquarters staff. We currently have one vacancy for the SHPC2 project. This role offers a hybrid telework schedule, with in-person workdays determined by business needs. This role allows flexibility in choosing an office location within the state. The project is currently funded through June 2028.

Requirements

  • A master's degree or higher in social work, a health or social science, public administration, or a related field, and two years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
  • A bachelor's degree in social work, a health or social science, public administration or a related field; and three years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
  • One year of experience as a Social and Health Program Consultant 1.
  • Experience as a Social Service Specialist 2 or 3, or Public Benefits Specialist 4 or 5 may substitute year-for-year for the required education.
  • DSHS knowledge and/or previous experience with Home and Community Services is strongly preferred.
  • Ability to seek guidance and negotiate with others as needed.
  • Ability to critically analyze and understand complex Washington Administrative Code and Revised Code of Washington (WAC/RCW) resource materials.
  • Ability to apply complex eligibility criteria to each case.
  • Ability to work as a member of a team.
  • Effective verbal and written communication skills.

Responsibilities

  • Pull monthly reports for quality assurance.
  • Answer clients, public partners, and staff questions about eligibility.
  • Consult and staff cases about program eligibility with supervisors and HQ staff.
  • Identify future training needs
  • Develop training materials for staff
  • Participate in the administration of HCS quality insurance.
  • Collaborate with the local tribe(s) according to the State 7.01 Plan.
