About The Position

Victory Solutions LLC is seeking a Configuration and Data Management Specialist 4 to support the Space Nuclear Propulsion (SNP) team at NASA Marshall Space Flight Center (MSFC). SNP is developing space nuclear technology, including nuclear electric and nuclear thermal propulsion systems. This full-time position will lead the existing Configuration and Data Management (CDM) professional team, guiding support to ensure critical SNP decisions and activities are formally controlled, maintained, and communicated across NASA centers. SharePoint will be utilized for the change management process and to maintain the program baseline.

Requirements

• Bachelor's degree or equivalent experience required.
• Minimum of 18 years of applicable CDM experience, including management of baselines, operation of project control boards, and configuration status accounting.
• Minimum of 21 years of experience if substituting for a degree.
• Proficient knowledge of CDM functions such as change management, utilizing tools for change and action tracking, and development of agendas and minutes.
• Experience managing technical and programmatic reviews, including development of data items, chart packages, and templates.
• Significant experience with document and data product management, tracking, organization, and storage/retrieval.
• Current/recent SharePoint (advanced knowledge) administrator experience required.
• Proficient knowledge of Microsoft Office Suite (Word, Excel & PowerPoint) is required.
• Must be detail-oriented, self-motivated, have strong interpersonal skills, and work under minimal supervision.
• Excellent written and verbal communication skills and the ability to interface with all levels of an organization.
• Expertise in handling and management of data marked as Proprietary, Limited Rights, Controlled Unclassified Information (CUI), International Traffic in Arms Regulation(s) (ITAR), Limited Rights Data, and Export Administration Regulations (EAR) is required.
• Must be a U.S. Citizen.
• Ability to obtain clearance/access onsite at NASA MSFC is required.

Nice To Haves

• Experience with a fast-paced, space technology development project environment is preferred.
• Experience managing receipt and processing of contractor data deliverables is desired.
• Working knowledge of wider Office 365 and Power Apps tools preferred.
• Appropriate industry certifications such as National Defense Industrial Association (NDIA) CDM Manager or NDIA CDM Specialist are desired.
• Comfortable working in a fast-paced environment.

Responsibilities

• Provide leadership to existing configuration and data management personnel.
• Ensure effective implementation of CM and DM processes.
• Provide guidance to SNP leadership on the integration of programmatic data and implementation of control processes for project data.
• Support SNP meetings as needed.
• Provide secretariat support to Control Boards and the Risk Management Board.
• Develop and maintain agendas, meeting minutes, directive actions, and logs.
• Provide Change Package Manager (CPM) support for all SNP data items.
• Develop and maintain all CM&DM related work instructions.
• Coordinate and submit technical packages for release.
• Coordinate receipt, logging, and distribution of deliverables per contract, Space Act, and other agreements.
• Support technical interchange meetings and project reviews to ensure required project data is properly managed.
• Technical and Programmatic Review Preparation.
• Collaboration with project support personnel including SNP leadership, scheduling, Mission Directorate, and NASA headquarters to ensure cohesive process implementation across stakeholders.
