About The Position

GovCIO is currently hiring for a SME Data Scientist to lead enterprise‑level data modernization efforts for Mission Partner environments within the U.S. Coast Guard. This position will be located in Alexandria, VA, and will be a hybrid position. As a Data Scientist (SME), you will serve as the primary technical advisor, analytics lead, and strategic data expert for enterprise‑level data solutions—driving the design, implementation, and sustainment of modern data ecosystems that enable data‑driven operations across the Mission Partner environment. Specifically, validate and test incoming data feeds, produce reconciliation reports, and partner with stakeholders to ensure mission‑critical datasets are accurate, documented, and ready for Qlik dashboards—supporting the Coast Guard’s transition from CGBI (COGNOS) to a modern analytics platform.

Requirements

  • Current DoD 8570 IAT Level II certification (e.g., Security+ CE, CySA+, CCNA Security).
  • Proven expertise with enterprise‑level data ecosystems, including data warehouses, data lakes, big data platforms, and data pipelines.
  • Demonstrated experience applying advanced analytical methodologies, data mining techniques, and statistical modeling.
  • Proficiency in the development of AI/ML solutions, including training, testing, deployment, and ongoing model lifecycle management.
  • Strong technical skills in Python, R, SQL, or equivalent data science languages and frameworks.
  • Advanced experience with data visualization platforms such as Tableau and Power BI.
  • Excellent communication skills with the ability to lead technical discussions, present findings, and deliver executive briefings.
  • Experience supporting or leading automation development projects, preferably using the Microsoft Power Platform (Power Apps, Power Automate, Dataverse, Power BI).
  • Ability to manage analytical initiatives in a fast‑paced, mission‑driven enterprise environment.
  • Knowledge of data governance, data quality, system security engineering, and compliance standards.
  • Must have an active Secret clearance.

Nice To Haves

  • Experience supporting U.S. Coast Guard or DHS programs highly desirable
  • Familiarity with cloud integration, enterprise data modernization, and IT governance frameworks.
  • Strong analytical, problem‑solving, and continuous improvement mindset.
  • Experience implementing automation strategies or managing low‑code development teams.
  • Knowledge of Power Platform Center of Excellence (CoE) standards, governance models, and automation monitoring techniques.

Responsibilities

  • Lead development and optimization of big data architectures, data warehouses/lakes, pipelines, and visualization platforms.
  • Validate/test feeds; produce reconciliation reports; maintain configuration documentation; gather stakeholder requirements to support dashboard rationalization.
  • Conduct advanced data mining, fusion, and exploratory data analysis to identify trends, anomalies, and operational insights.
  • Provide senior‑level technical guidance to analysts, data engineers, and automation developers.
  • Ensure data governance, quality, and cybersecurity/privacy compliance.
