About The Position

Sensis is seeking a SLED Growth & Capture Manager to identify and qualify state and local government opportunities, develop capture strategies, shape competitive solutions, coordinate teaming partners, and lead high-quality RFP responses. The role owns most assigned pursuits day to day and collaborates with the President on larger strategic opportunities. The position supports Sensis’s 2027 SLED new-business booking goals by growing a qualified pipeline, encouraging earlier client and partner engagement, and improving pursuit quality and conversion. Austin is preferred, with a hybrid work arrangement. Qualified hybrid candidates based in Los Angeles / Orange County and remote candidates in Sacramento will also be considered. The role requires periodic travel to meet agencies and partners and collaborate with teams in Austin, Sacramento, and Atlanta. Base salary is $70,000–$85,000 per year, depending on qualifications and experience, with the opportunity to earn an annual performance bonus subject to agreed goals and a written incentive plan; bonuses are not guaranteed.

Requirements

  • At least 2 years of substantive experience developing or managing competitive proposals or RFP responses.
  • Working knowledge of state and local government procurement and ability to interpret evaluation criteria, compliance requirements, and agency priorities.
  • Excellent strategic writing, editing, organizational, and cross-functional project leadership skills.
  • Sound business judgment and initiative to manage multiple pursuits while recognizing when executive input is needed.
  • Ability to provide a resume and a brief description of a competitive public-sector or professional-services pursuit helped advance, including the candidate’s role and the result.

Nice To Haves

  • Experience at a public-sector-focused agency.
  • Relationships or procurement familiarity in Texas or California.
  • Experience in public health, transportation, education, public safety, recruitment, or benefits communications.

Responsibilities

  • Monitor state and local procurement activity in California, Texas, Georgia, and the Mid-Atlantic; assess opportunity fit, funding, procurement requirements, competition, value, and win probability.
  • Research agency priorities and incumbents; develop capture strategies, win themes, strategic approaches, teaming strategies, and bid/no-bid recommendations before proposal writing begins.
  • Lead assigned RFPs, RFQs, and related pursuits end to end, including schedules, compliance checks, writing and editing, internal assignments, partner inputs, review cycles, and timely submission.
  • Collaborate with specialists in strategy, research, creative, media, digital, and outreach to develop differentiated, feasible scopes and work plans.
  • Build relationships with agency programs and teaming partners, identify pre-RFP opportunities, and maintain accurate, actionable pipeline and capture plans.
  • Lead pursuit reviews and learn from wins and losses, focusing effort on high-value, high-fit opportunities rather than proposal volume.
