About The Position

Adams Communication & Engineering Technology (ACET) is seeking an experienced Site Supervisor / Program Manager to lead KC-135 Contractor Field Team (CFT) Organizational, Intermediate, and Depot (O/I/D) Maintenance operations at Fairchild Air Force Base, WA. This position serves as ACET's senior on-site representative and primary interface with the U.S. Air Force, responsible for overall contract execution, aircraft maintenance operations, personnel leadership, customer relationships, financial performance, compliance, and reporting. The successful candidate will ensure safe, efficient, and compliant maintenance operations while delivering exceptional customer support and mission readiness. The ideal candidate possesses extensive U.S. Air Force KC-135 maintenance leadership experience, proven program management skills, and a strong understanding of USAF maintenance, logistics, quality, and contracting processes.

Requirements

  • High School Diploma or GED (Bachelor's degree preferred).
  • Minimum of 12 years of military or commercial aircraft maintenance experience.
  • Minimum 5 years in a leadership or supervisory position.
  • Minimum 3 years managing aircraft maintenance programs supporting Government contracts.
  • Extensive KC-135 maintenance experience strongly preferred.
  • Thorough understanding of Organizational, Intermediate, and Depot-Level aircraft maintenance.
  • Experience supporting Contractor Logistics Support (CLS) or Contractor Field Team (CFT) operations.
  • Experience managing Government contracts.
  • Experience preparing and managing CDRLs.
  • Strong understanding of Air Force maintenance processes.
  • Experience working directly with Government customers.
  • Strong leadership and team-building abilities.
  • Excellent written and verbal communication skills.
  • Strong organizational and project management skills.
  • Proficient with Microsoft Office Suite.
  • Ability to obtain and maintain a Secret Security Clearance.
  • Must be a U.S. Citizen.

Nice To Haves

  • Prior U.S. Air Force Senior NCO or Officer maintenance leadership experience.
  • Program Management Professional (PMP) certification.
  • Lean Six Sigma certification.
  • Experience supporting Air Mobility Command (AMC).
  • Previous experience leading KC-135 Contractor Field Teams.
  • Experience with Earned Value Management (EVM), budgeting, and financial forecasting.
  • Knowledge of Government contracting, FAR/DFARS, and contract administration.

Responsibilities

  • Serve as ACET's senior on-site leader supporting KC-135 Contractor Field Team maintenance operations.
  • Direct daily Organizational, Intermediate, and Depot-Level maintenance activities.
  • Lead aircraft maintenance planning, scheduling, execution, and production.
  • Ensure aircraft are maintained in accordance with technical orders, Air Force Instructions (AFIs), contract requirements, and ACET policies.
  • Provide overall leadership for maintenance supervisors, technicians, quality personnel, logistics personnel, and administrative staff.
  • Promote a culture centered on safety, quality, accountability, professionalism, and mission success.
  • Act as the primary interface between ACET and U.S. Air Force leadership.
  • Build and maintain strong working relationships with Wing leadership, Maintenance Group leadership, Contracting Officers, CORs, QA personnel, and Government Program Managers.
  • Attend production meetings, scheduling meetings, planning conferences, and contract reviews.
  • Provide timely status updates regarding aircraft availability, schedule performance, risks, and resource requirements.
  • Manage execution of the contract to ensure all requirements are met.
  • Ensure compliance with all contract requirements, Performance Work Statement (PWS), CDRLs, and Government reporting requirements.
  • Develop and submit all required Contract Data Requirements Lists (CDRLs) accurately and on schedule.
  • Track contract metrics, KPIs, and deliverables.
  • Coordinate responses to Government action items and data calls.
  • Manage program financial performance including: Labor utilization, Budget execution, Forecasting, Cost control, Revenue tracking, Profitability.
  • Review labor charging and staffing utilization.
  • Identify efficiencies while maintaining contract compliance and mission support.
  • Support contract modifications, equitable adjustments, and pricing requests as required.
  • Recruit, mentor, develop, and retain high-performing maintenance professionals.
  • Conduct employee performance reviews.
  • Manage staffing levels to meet contractual requirements.
  • Coordinate hiring, onboarding, training, disciplinary actions, and employee development.
  • Foster a positive work environment focused on teamwork and continuous improvement.
  • Ensure all maintenance complies with Applicable Air Force Instructions (AFIs), Technical Orders (TOs), OSHA requirements, Environmental regulations, ACET Quality Management System.
  • Support Government Quality Assurance inspections.
  • Lead corrective actions and root cause analysis.
  • Ensure compliance with AS9100/AS9110 quality standards where applicable.
  • Promote a proactive safety culture.
  • Conduct regular safety meetings and stand-downs.
  • Ensure compliance with OSHA and Air Force safety requirements.
  • Investigate incidents and implement corrective actions.
  • Champion Human Factors and Operational Risk Management (ORM).
  • Responsible for preparation and submission of: Contract Data Requirement Lists (CDRLs), Monthly Program Management Reviews (PMRs), Financial reports, Staffing reports, Schedule performance metrics, Aircraft status reports, Risk assessments, Corrective Action Reports, Executive briefings.
