About The Position

E-Logic, Inc. is seeking an experienced Site Security Manager (SSM) to support the Naval Surface and Mine Warfighting Development Center (SMWDC). The SSM will oversee construction security for the renovation of Building 3291 into a SCIF/SAPF facility, ensuring compliance with ICD 705 and DoD standards.

Requirements

  • Active Top Secret clearance with SCI eligibility is required.
  • Minimum of ten years of security experience specifically related to SCIF/SAPF construction, Intelligence Operations, Counter-Intelligence, Counter-Surveillance, Technical Surveillance Counter-Measures, or Physical Security.
  • Minimum of five years of direct experience working on ICD-705 construction projects or serving as a Physical Security Special Security Officer.
  • Direct experience means working at the project location as a CST, SSC, or SSM.
  • Demonstrated expert knowledge of ICD/ICS-705 by successfully working on at least three separate ICD-705 projects.
  • Familiarity with the sixteen standard divisions of construction and knowledge of technical listening devices commonly used by foreign intelligence services is required.
  • Valid certificates for successful completion of a 32-Hour or greater Site Security Manager Training Course and a 40-Hour or greater Construction Surveillance Technician Training Course are mandatory.

  • A Bachelor's degree from an accredited university, preferably in a security or intelligence field, is preferred.

Responsibilities

  • Develop and manage the Construction Security Plan (CSP) in coordination with government officials.
  • Conduct security inspections and design reviews throughout all project phases.
  • Verify acoustic and RF shielding construction with mandatory photographic tracking of perimeter elements.
  • Examine all material deliveries to prevent introduction of surveillance devices.
  • Manage access control and supervise uncleared labor via coordination with cleared Construction Surveillance Technicians.
  • Document and report security anomalies, incidents, and deviations to the Accrediting Official within 3 business days.
  • Compile accreditation documentation including Fixed Facility Checklist, TEMPEST Checklist, and pre-construction checklists.
  • Oversee STC and IEEE 299-2006 electromagnetic shielding testing.
  • Develop Building 3291 Operations SOP and Emergency Action Plan.
