About The Position

ASR International Corporation is seeking an experienced Site Security Manager to support the renovation and ICD 705 accreditation of Building 3291 at Naval Base San Diego as a co-use SCIF/SAPF. This full-time position is contingent upon contract award under a SeaPort-NxG Small Business set-aside. Requirements

  • Active/adjudicated Top Secret / Sensitive Compartmented Information (TS/SCI) clearance (Tier 5). Verification via FSO letter (current employees) or LOI + current FSO/DISS documentation (contingent hires). No SSNs.
  • ≥10 years security experience related to SCIF/SAPF construction, Intelligence/Counter-Intelligence, Counter-Surveillance, TSCM, Physical Security, or combination.
  • ≥5 years direct experience on ICD-705 construction projects (as CST, SSC, or SSM) or as a Physical Security Special Security Officer (SSO). Concurrent experience allowed.
  • Successful work on at least three (3) separate ICD-705 projects.
  • Familiarity with the 16 standard divisions of construction and knowledge of technical listening devices used by foreign intelligence services.
  • Valid ≥32-hour Site Security Manager (SSM) Training Course certificate.
  • Valid ≥40-hour Construction Surveillance Technician (CST) Training Course certificate.

  • Bachelor’s degree (security or intelligence preferred) is desired but not mandatory.

Responsibilities

  • Develop, manage, and maintain the Construction Security Plan (CSP).
  • Conduct design reviews, risk assessments, and prepare Concept Approval, pre-construction, TEMPEST, and Fixed Facility Checklists.
  • Oversee daily construction security monitoring, material inspections, and photographic documentation of acoustic/RF shielding.
  • Coordinate uncleared labor with U.S.-cleared CSTs and enforce access control, visitor logging, and escort protocols.
  • Identify, log, and report security anomalies or deviations to the Accrediting Official within three business days.
  • Support STC and IEEE 299-2006 testing and compile the final accreditation package.
  • Operate/supervise specialized equipment (X-ray, NLJD, metal detectors, badging, and biometric systems).
  • Maintain all required digital documentation and records for Government turnover.
