About The Position

The Site Safety & Health Officer (SSHO) is responsible for overseeing the occupational safety and health program for the assigned project(s) under contract by Port Madison Construction Corporation (PMCC), involving a wide variety of high-risk operations, facilities, and environmental conditions. Assignments require coordination with subject matter specialist such as facility and production engineers, medical, fire prevention, security, procurement, etc. Assignments cover a wide variety of work operations and environmental conditions, and diverse hazards. Many of the work processes, facilities, and machinery may be unique to this contract and frequent changes occur because of additional workload, changes in mission, or the use of new materials.

Requirements

  • Comprehensive knowledge of occupational health and safety principles, techniques, regulations, and standards in order to identify, evaluate, and control a wide variety of industrial and construction hazards
  • Knowledge of evaluation and investigation techniques, psychological and physiological factors to determine causes of problems and accidents and to develop corrective or control procedures
  • Ability to effectively communicate and prepare reports of findings, to provide information, and to motivate others to follow safety requirements.
  • Knowledgeable in OSHA, WISHA and EM-385 standards and local regulations
  • Possesses the ability to interpret, evaluate, select and apply guidelines and modify them, as necessary
  • Proficient with computer software used in the construction industry
  • Assignments cover a wide variety of work operations and environmental conditions, and a diversity of hazards
  • Many of the work processes, facilities, and machinery may be unique to this contract and frequent changes occur because of additional workload, changes in mission, or the use of new materials
  • Must possess a valid WA State Drivers License or valid license for the state in which the work is being performed
  • Minimum five years experience in the construction industry with a commercial and/or industrial general contractor engaged in general construction
  • U.S. Army Corps of Engineers “Construction Safety Management for Contractors” Certification (EM385-1)

Responsibilities

  • Conducts safety and occupational health inspections and surveys
  • Observes employee performance, environmental conditions, facilities, and equipment
  • Identifies hazards and potentially unsafe conditions and practices and analyzes findings and prepares reports including recommendations to eliminate, reduce, or control hazards
  • Conducts site safety meetings and determines appropriate action required, while monitoring subcontractor project operations to ensure safety requirements are followed and coordinates with safety personnel on facility construction
  • Reviews and/or prepares accident reports and investigates on those that involved property damage, asset damage, lost time, or have the potential of lost time, to include fact finding interviews
  • Analyzes findings and prepares reports to include recommendations to reduce, eliminate, or control the hazards and minimize the potential of recurrence
  • Reviews proposed or changed work procedures and processes to assure proper safety techniques, procedures, and standards are followed
  • Reviews proposed or new regulations, Safety Operating Procedures and makes comments and prepares local directives
  • Prepares and/or presents material on accident prevention, fire prevention, and other aspects of safety and occupational health to meet training, regulation development, and promotional program requirements
  • Provides training to contractors, subcontractors, staff and employees
  • Provides advice and assistance to supervisors and managers and workforce on safety requirements and procedures; investigations of accidents; survey actions and accident prevention.
  • Responsible to develop safety standards and procedures, in the event none exist
  • Participates in safety committee meetings to answer questions and provide recommendations
  • Stops work if necessary, to resolve matters affecting safety
  • All other duties as assigned
  • May assist in Project Manager responsibilities, as necessary to stay on schedule
