The Site Safety & Health Officer (SSHO) serves as the primary safety authority for facility maintenance, construction, utilities, and base operations support activities under a Department of Defense (DoD) contract at NSA Annapolis, Maryland, including the United States Naval Academy. The SSHO’s primary duty and responsibility is to prepare, implement, administer, and enforce the Contractor’s safety program and Government-accepted Accident Prevention Plan (APP) in accordance with EM 385-1-1, OSHA regulations, and all applicable federal, state, and local safety requirements. The SSHO shall ensure compliance with the requirements of EM 385-1-1 Section 1 and 29 CFR 1926.16 and shall function as the on-site OSHA Competent Person responsible for monitoring safety compliance, conducting audits and inspections, providing technical guidance, and implementing corrective actions to maintain a safe and compliant work environment. The SSHO or an equally qualified designated representative/alternate shall be on-site at all times when work is being performed to implement and administer the Contractor's safety program and the Government-accepted Accident Prevention Plan. The SSHO shall provide leadership and oversight for all safety-related activities, including employee training, accident prevention, hazard analysis, safety investigations, and regulatory compliance initiatives while continuously evaluating contract activities to identify opportunities for operational and safety improvements.
