About The Position

The Site Safety and Health Officer (SSHO) is responsible for implementing, administering, and enforcing all project safety and occupational health requirements in accordance with OSHA standards, EM 385-1-1 requirements, and VA contract specifications. The SSHO will maintain a continuous on-site presence during construction activities and oversee the contractor’s Accident Prevention Plan (APP), Activity Hazard Analyses (AHAs), safety inspections, training, and compliance efforts. This role works closely with project management, subcontractors, and government representatives to ensure a safe work environment and compliance with all federal, state, and local safety regulations.

Requirements

  • OSHA 30-Hour Construction Safety Outreach certification completed within the past five (5) years.
  • Minimum seven (7) years of construction safety experience; OR Bachelor’s degree in Safety, Occupational Health, or related field with at least five (5) years of construction safety experience; OR Current Certified Safety Professional (CSP) or Construction Health and Safety Technician (CHST) certification with at least three (3) years of construction safety experience.
  • Strong knowledge of OSHA 29 CFR 1926 standards, EM 385-1-1, and federal construction safety requirements.
  • Experience managing safety programs on federal or government construction projects preferred.
  • Ability to conduct hazard assessments, safety inspections, incident investigations, and safety training.
  • Excellent written and verbal communication skills.
  • Proficient in preparing safety documentation, reports, AHAs, and compliance records.
  • Ability to work collaboratively with project teams, subcontractors, and government representatives.
  • Knowledge of high-risk construction operations including fall protection, excavation/trenching, scaffolding, electrical safety, cranes, demolition, and rigging.
  • Ability to work full-time on active construction sites and maintain site presence during work activities.

Nice To Haves

  • Experience working on Department of Veterans Affairs (VA), USACE, or other federal construction projects.
  • Current CSP or CHST certification.
  • EM 385-1-1 40-Hour training.
  • Experience leading safety programs for multi-employer construction sites.
  • CPR/First Aid certification.

Responsibilities

  • Implement and administer the project-specific safety program and Accident Prevention Plan (APP).
  • Conduct and document daily site safety inspections and ensure corrective actions are completed.
  • Lead weekly and monthly safety meetings for supervisors, foremen, subcontractors, and trade personnel.
  • Develop, review, and coordinate Activity Hazard Analyses (AHAs) for project tasks and phases.
  • Maintain an on-site presence during all active construction operations.
  • Investigate accidents, incidents, and near misses; prepare reports and recommend corrective actions.
  • Conduct new worker safety orientations and site-specific safety briefings before personnel begin work.
  • Maintain all required safety documentation, inspection records, training records, and meeting minutes.
  • Coordinate weekly safety reporting and communicate findings and corrective actions to the Contracting Officer Representative (COR).
  • Monitor high-hazard operations including fall protection, scaffolding, excavation/trenching, electrical work, cranes, demolition, rigging, ladders, and fire/life safety activities.
  • Ensure subcontractors maintain qualified Competent Persons for applicable work activities.
  • Support and participate in monthly third-party or corporate safety inspections.
  • Promote a proactive safety culture through ongoing training, hazard recognition, and employee engagement.
