About The Position

Sheakley is seeking an experienced Site Safety and Health Officer, SSHO, to support a federal construction project in Philadelphia involving the replacement of high-pressure steam condensate mains, secondary return piping systems, and associated mechanical and underground utility infrastructure. The SSHO will maintain an active field presence and lead the project's safety program in accordance with EM 385-1-1, OSHA regulations, contract requirements, and applicable federal safety standards. This is a compliance-driven federal construction assignment. Candidates must have directly relevant SSHO experience and a resume that clearly documents qualifying federal projects.

Requirements

  • Current OSHA 30-Hour Construction certification
  • Current EM 385-1-1 training
  • Minimum 10 years of construction experience
  • Minimum 5 years of experience serving as an SSHO
  • Previous experience on NAVFAC, USACE, Department of Defense, or comparable federal construction projects
  • Strong understanding of federal construction safety requirements, documentation, inspections, and subcontractor oversight
  • Ability to work the required second-shift schedule and additional days when necessary
  • Federal project experience must be clearly documented on the resume. Each qualifying project should identify: Project or federal installation name, City and state, Federal agency or contracting authority, Candidate's position, Project dates, Approximate project or contract value.

Responsibilities

  • Serve as the designated SSHO for the duration of the project
  • Develop, maintain, and enforce the project Accident Prevention Plan
  • Conduct daily safety inspections, audits, and field observations
  • Lead safety meetings, toolbox talks, orientations, and required training
  • Review Activity Hazard Analyses and verify controls before work begins
  • Monitor subcontractor compliance with EM 385-1-1 and site-specific requirements
  • Coordinate safety activities with project leadership, subcontractors, and federal representatives
  • Identify hazards and provide immediate corrective direction
  • Maintain inspection records, training documentation, safety reports, and incident files
  • Participate in incident investigations and corrective-action planning
  • Support testing, inspection, scheduling, and documentation activities related to contract compliance

Benefits

  • Hourly Rate: $50 to $54 per hour
  • Per Diem: $175 per day
