About The Position

ASRC Federal Communications Ltd. is seeking a Site Operations Manager to oversee all support functions at Wake Island Air Station, including facility/utility operations and maintenance, airfield operations, lodging, food services, medical, and logistics. This position will manage a diverse workforce of employees providing all services on site. The successful candidate will be a strong leader capable of executing the Air Force mission from Wake Island, providing installation services and support in the Pacific. The role requires providing leadership, management, and technical direction to improve operations, guide the workforce to deliver professional service, and promote safety and quality. The Site Operations Manager will apply leadership principles that foster employee development, creative thinking, empowerment, and open communication.

Requirements

  • Four (4) years of base operations and support (BOS) project, program, or operations management experience may be substituted for a degree.
  • Two (2) years of managerial experience leading, managing and directing a large (greater than 50 people) multi-specialized workforce in the execution of base support services.
  • Experience must be current.
  • Intermediate skills in Microsoft Office software, Excel, Word, PowerPoint, and Outlook.
  • Valid state drivers' license with an acceptable driving record.
  • Ability to obtain and maintain a Secret clearance.
  • Must pass a background check, drug screening, fingerprints, and a fit-for-duty physical exam.
  • Candidates must be medically cleared for long-term residency in a remote location with limited access to healthcare.

  • Degree in management, project or business administration, or science/technical fields is preferred.

Responsibilities

  • Oversee support functions including facility/utility operations and maintenance, POL, and logistics.
  • Manage a diverse workforce of up to 60 employees.
  • Provide leadership, management, and technical direction to improve operations and guide the workforce.
  • Promote safety and quality in all operations.
  • Apply leadership principles promoting creative thinking, empowerment, and open communications.
  • Ensure all activities comply with corporate policies, contract requirements, laws, and regulations.
  • Guide work prioritization and implement cost-effective measures.
  • Make decisions regarding work quality.
  • Develop and implement processes and procedures to execute contract requirements, monitor progress, and enhance performance.
  • Communicate operational activities to the Site and Program manager and government agencies.
  • Interface with on-site tenants to ensure maintenance and support are provided.
  • Direct and control activities to meet or exceed contract performance objectives.
  • Direct contract activities through subordinate managers/leads and set priorities.
  • Provide technical and professional expertise, advice, and opinions.
  • Plan and formulate work plans, organize tasks, and review maintenance data.
  • Recommend courses of action and alternatives to avoid problems.
  • Respond to all on-site emergencies.
  • Work with and empower others to complete complex technical maintenance and repair problems.
  • Ensure project goals, objectives, and contract obligations are met.
  • Maintain a positive and energetic attitude to retain and develop competent employees.
  • Review proposed department purchases, financial transactions, and obligations.
  • Convey the scope, breadth, and duration of mission impacts to the Program Manager when mission impacts are unavoidable.
  • Conduct employee performance evaluations, planning, assigning, and directing work, addressing employee complaints, and resolving conflicts.
  • Ensure a safe work environment free from harassment, intimidation, retaliation, or discrimination.
  • Maintain the company vehicle and equipment management and maintenance program.
  • Provide leadership and commitment to implementing, monitoring, and improving environmental and safety performance.
  • Support, develop, and implement safety strategies and programs.
  • Perform other related work as assigned.
