About The Position

The Leidos Defense Sector is seeking a Site Operations Manager to support a manned ISR program headquartered in Alexandria, VA, with extensive OCONUS operations. The HR3DGI program is a large‑scale, complex Operations and Technology Integration effort executed across multiple COCOMs. Leidos serves as the sole provider for manned and unmanned ISR aircraft that collect, process, and disseminate high‑resolution 3D geospatial data worldwide. The Site Operations Manager reports directly to the Director of Operations and serves as the primary Leidos representative at assigned OCONUS locations. In this role, you will oversee daily site operations—including collection management, facility requirements, military engagement, and data dissemination—while leading a deployed team of 20–25 personnel, including department managers for Flight, Ground, and Technical Processing operations. This position is ideal for leaders who value extended time off between deployments and are willing to deploy for up to 120 days at a time. The role is active only while deployed, in training/pre‑deployment status, supporting CONUS tasks, or attending required meetings; all other periods are in a leave‑without‑pay (LWOP) status. While occasional travel to HQ in Alexandria, VA, may be required, relocation is not required.

Requirements

  • Bachelor’s degree and 8+ years of relevant experience (additional experience, training and/or certifications may substitute for degree).
  • US Citizen; currently possessing an Active Secret clearance with ability to upgrade to TS/SCI upon hire.
  • Minimum 3 years of management experience with an operations focus.
  • Experience leading or managing deployed/OCONUS teams.
  • Ability to obtain a passport and deploy internationally.
  • Willingness to deploy OCONUS—including to Hazard/Hardship locations—for 90+ days at a time, with 90–150 days off between rotations; deployments involve long travel periods and non‑standard work hours (84 hours/week).
  • Ability to meet all DoD and program‑specific medical and training requirements for deployment, including CRC requirements.
  • Knowledge of ISR airborne and geospatial collection systems.
  • Strong understanding of military operations, terminology, and joint/interagency planning processes (e.g., JMDP).
  • Ability to maintain operational knowledge of airborne collection platforms and remote sensing payload capabilities.
  • Knowledge of flight and ground operating procedures and ability to manage daily 8210.1C compliance.
  • Proven communication skills to provide rapid and accurate feedback to the program management team and directly to the customer regarding the day to day operations of the site.
  • Strong interpersonal skills and the ability to work independently or with minimal supervision.
  • Proficiency with Microsoft Office applications.

Responsibilities

  • Manage on‑site operations including flight operations, collections, processing, administration, logistics, aircraft maintenance, personnel welfare, facilities, communications, and host‑nation subcontractors.
  • Coordinate daily operational planning, scope, design, and execution.
  • Maintain oversight of deployed staff, equipment, and operational readiness.
  • Contribute to the development, refinement, and implementation of operating procedures.
  • Conduct site audits for compliance with Government metrics, including GFR audits per AR95‑20 / 8210.1C.
  • Partner with Lead Pilots to support Flight Operations Management.
  • Enforce flight standards and regulatory compliance to ensure safe operations.
  • Monitor and track flight status and mission execution.
  • Support CONUS Resource Managers with scheduling, logistics, procurement, and pre‑deployment coordination.
  • Resolve operational issues and maintain open communication with program management and customers.
  • Submit accurate daily flight operations reports and prioritize intra‑theater flight requirements.
  • Develop site stand‑up, shutdown, and mobilization plans, including accurate lead‑time estimates for customer and PMO briefings.
  • Provide timely updates and reporting to CONUS and OCONUS leadership.
  • Perform additional duties as required to ensure program responsiveness.
