About The Position

The NRC is seeking a Site Operations and Maintenance Manager (SOMM) to join their Real Property Planning and Management Branch. The SOMM will be the primary point of contact for clients, responsible for all building operations, preventive and corrective maintenance services, and site requirements. This includes planning, contracting, and coordinating building and site services such as general maintenance, inspection, and monitoring of systems like chilled water, steam, compressed air, HVAC, electrical, and fire alarm systems. The role also involves coordinating security, environmental issues, land management, utilities, and building safety and health requirements. A key aspect of the role is contributing to the NRC's building infrastructure recapitalization program, with the autonomy to identify and prioritize projects for site approval. These projects may involve advanced building technologies and complex research equipment.

Requirements

  • College diploma in a three-year program in Civil, Structural, Electrical, Electronic, Mechanical Engineering Technology, or an equivalent combination of education, training, and experience (e.g., a Red Seal Trade Certification in a recognized trade).
  • Significant experience (4-6 years) planning, contracting, and coordinating the delivery of building and site services, including general maintenance, inspection, and monitoring.
  • Significant experience in performance management and development of staff, including coaching, mentoring, and providing feedback.
  • Significant experience ensuring compliance of building, facility, and site operations with applicable federal, provincial, and/or local regulatory requirements, including building and construction codes and environment-related acts.
  • Significant experience in construction project management.
  • Significant experience managing budgets for yearly operations and maintenance programs.
  • Experience troubleshooting and resolving site and building issues.
  • Experience making recommendations for site enhancements and upgrades.
  • Experience preparing Requests for Proposals (RFP), Requests for Quotation (RFQ), and/or Statements of Work (SOW) for multi-year service contracts.
  • Reliability Status security clearance.

Nice To Haves

  • Experience managing research building and facility operations, which may include specialized labs.
  • Experience verifying and optimizing building systems in compliance with best practices and industry standards, including commissioning, re-commissioning, and retro-commissioning.

Responsibilities

  • Serve as the primary point of contact for clients regarding building operations and maintenance.
  • Manage all building operations, preventive and corrective maintenance services, and site requirements.
  • Plan, contract, and coordinate the delivery of building and site services, including general maintenance, inspection, and monitoring.
  • Oversee systems such as chilled water, steam, compressed air, heating, ventilation, air conditioning, electrical services, and fire alarm and life safety systems.
  • Coordinate aspects of security, environmental issues, land management, utilities, and building safety and health requirements.
  • Play a key role in the NRC’s building infrastructure recapitalization program.
  • Identify and prioritize recapitalization projects for the entire site for discussion and approval.
  • Manage aspects of projects requiring high technical knowledge, including building automation systems, energy recovery systems, complex research equipment, and advanced building technologies.
