This role serves as the primary Site Lead and overall contract performance lead with full authority on daily operations, acting as the principal point of contact for the Contracting Officer (CO) and Contracting Officer's Representative (COR). The position also executes the full duties of the Security Administration Manager (SAM) in accordance with DoD/AF/ICD directives. The SAM will manage local security databases, rosters, reinvestigations, and in/out processing for approximately 230 personnel, including military, civilian, and contractor staff. Responsibilities include developing and maintaining security training programs, Standard Operating Procedures (SOPs), and continuity binders. The role involves conducting internal Self-Assessment Visits (SAVs) and facilitating external inspections. Key duties also encompass overseeing Intrusion Detection Systems (IDS)/Access Detection Systems (ADS), cypher locks, X-09 locks, SF-700/701/702 forms, Electronic Access List (EAL) updates, and restricted area badges. The SAM will coordinate removable media, manage security violations, and interface with base security offices such as the 28th Bomb Wing Security Forces (28 BW/SFS), Air Force Office of Special Investigations (AFOSI), and Air Combat Command Security Directorate (ACC/SSO). A critical aspect of the role is ensuring zero critical findings and 100% compliance with all security reporting. The position oversees both Personnel Security and Physical Security functions, ensuring seamless integration across all areas. The SAM is responsible for managing short-term absences and permanent vacancies to guarantee no mission degradation and must prepare monthly status reports, quality control documentation, and all contract deliverables.
