The Expeditionary Systems Engineering Division (ESED) is a component of Corona Division, Naval Sea Systems Command (NAVSEA). ESED performs full spectrum life cycle engineering and test support to verify the safety, reliability, and effectiveness of Expeditionary Warfare systems. The primary function of ESED is to provide In-Service Engineering and Test and Evaluation for the Department of Defense (DoD). As part of this function, ESED conducts test operations at regional Southern California ranges such as Marine Corps Base Camp Pendleton, Marine Corps Air Ground Combat Center Twentynine Palms, Naval Air Weapons Station China Lake and at multiple DoD ranges across the United States. This task sets forth the requirements for technical services related to testing to include test planning, test execution, test support, test operations and associated logistics. These services are in support of a wide variety of systems across their life cycle, which include ESED's main focus areas such as Arms, Ammunition, Explosives, Weapons Systems, and associated platforms utilized by the Expeditionary Warfare community. ESED’s secondary focus areas such as Sensors and Communications, Mobility Platforms, Systems Integration, and Commercial Off-The-Shelf (COTS) equipment with unique military applications; and other new or existing systems that require independent testing for Expeditionary Warfare. Reporting to the Program Manager, the Shipping and Receiving Specialist is responsible for maintaining 100% accountability of Government Furnished Equipment (GFE) and company property, process supply requisitions, and manage the full lifecycle of materiel from receipt through final DLA disposition. Arranges and accelerates flow of equipment, materials, parts, assemblies, and other materials according to schedules or priorities, and compiles and keeps manual or computerized records. Checks schedules and related information and confers with others to determine requirements to identify overdue materials and to track material.on the Test Operations Support Services (TOSS) contract. This position is located in Fallbrook, CA.

Requirements

  • An active secret clearance is required to be considered for this position.
  • HS Diploma or equivalent; advanced technical training or a degree in Supply Chain Management, Logistics, or Business Administration is a plus.
  • Three (3) years of experience in DOD Supply Specialist.
  • Three (3) years of experience in supply chain management, warehousing, or inventory control, preferably within a government contracting or defense environment.
  • Demonstrated expertise in standard commercial ERP/WMS software, as well as familiarity with government electronic disposal systems (ETIDS).
  • Direct experience coordinating with DLA Disposition Services, understanding scrap/waste processing, and applying standard turn-in procedures for government property.
  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.

Nice To Haves

  • Three (3) years of experience in supply chain management, warehousing, or inventory control, preferably within a government contracting or defense environment.
  • Demonstrated expertise in standard commercial ERP/WMS software, as well as familiarity with government electronic disposal systems (ETIDS).
  • Prior military logistics experience (such as MOS 3043, 3051, or equivalent in other branches) is highly valued but not required.

Responsibilities

  • Process supply requests, manage purchase orders, and validate financial/inventory data using commercial or government ERP systems.
  • Conduct cyclical and annual physical inventories to ensure strict accountability of all Government Furnished Property (GFP) and Contractor Acquired Property (CAP).
  • Manage the demilitarization (DEMIL) and turn-in process for excess, damaged, or obsolete government property to DLA Disposition Services.
  • Utilize the Electronic Turn-in Document (ETIDS) system.
  • Optimize warehouse layout, manage storage space allocation, and ensure the physical security of sensitive inventory.
  • Maintain auditable, audit-ready records of all supply transactions.
  • Prepare standard military/contractor transfer and disposal forms (e.g., DD Form 1348-1A, DD Form 1149).
  • Ensure compliance with Federal Acquisition Regulation (FAR) property clauses.
  • Provides general labor to set up test ranges and to assist customer with other labor needs.
  • Bid and proposal support if requested.
  • Other duties as assigned.
