About The Position

YWCA Spokane is looking to hire an additional Shelter Co-Manager to join our Shelter team. The Shelter Co-Manager plays a vital role in supporting daily operations and maintaining the safety and trauma-informed approach of YWCA Spokane’s Safe Shelter services, helping ensure a safe, welcoming, and trauma-informed environment for survivors of domestic violence. This position is responsible for overseeing client service operations, supervising and managing shelter personnel, and coordinating the overall maintenance of the facilities. This position applies an overarching lens of trauma-informed care and practices. The Shelter Co-Managers work collaboratively to support the overall operation of the 24-hour Safe Shelter program, sharing leadership responsibilities, maintaining consistent communication, and providing operational support and back-up coverage to one another as needed. While each Co-Manager may take lead responsibility for specific projects, workflows, or program areas, both positions are expected to maintain shared knowledge of shelter operations and contribute to the overall success and continuity of the program. The Shelter Co-Manager fosters community partnerships, maintains program compliance, and collaborates on policy updates to align with organizational goals. This role requires a strong commitment to cultural humility, equity, trauma-informed care, adaptability, and relationship-centered leadership to support the organization’s mission.

Requirements

  • Bachelor’s degree in a social sciences field or related field and at least one (1) year of supervisory experience, or an equivalent combination of education and experience, is required.
  • Must meet the requirements of YWCA Spokane’s Driver Policy for transportation between the agency and shelter locations.
  • Must be 21 years of age or older
  • Must have valid driver’s license
  • Must have active personal auto insurance
  • Satisfactory motor vehicle report (no more than 1 moving violation in the past 12 months) OR probationary motor vehicle report (no more than 2 moving violations in the past 24 months)
  • Maintain up-to-date knowledge of domestic violence advocacy practices, ensuring compliance with grant requirements and completing 20 hours of annual ongoing training on domestic violence issues, five (5) of which must be on the topic of supervision.
  • Ability to work within a 24-hour shelter environment, including supporting after-hours operations, on-call responsibilities, and responding to emergent situations as needed.

Nice To Haves

  • At least two (2) years of domestic violence advocacy experience preferred.
  • Experience supporting or leading advocacy work, including safety planning, crisis response, and resource coordination, preferred.
  • Experience in systems advocacy, community collaboration, or working with coordinated entry, housing systems, or multidisciplinary teams preferred.
  • Experience supporting staff, mentoring peers, or providing informal leadership within a team environment preferred.

Responsibilities

  • Overseeing shelter operations and advocacy services across all locations, ensuring a trauma-informed, survivor- and family-centered environment.
  • Providing crisis intervention, supporting client intakes as needed, ensure participants’ basic needs are met, and maintaining safety, security, and policy adherence.
  • Overseeing and supporting advocacy practices, including safety planning, resource referrals, domestic violence education, goal setting, and application of diversion-first and progressive engagement strategies.
  • Coordinating and supporting shelter programming and activities, including house meetings, support groups, youth programming, financial literacy, and seasonal/ holiday events, while maintaining a consistent, supportive presence and fostering participant engagement and community.
  • Managing the CHOICES aftercare program, including enrollment, advocacy, participant support, discharge, and coordination of resources for participants transitioning to independent or transitional housing, including partnership coordination as needed.
  • Serving as the primary point of contact for participant grievances and ensuring concerns are addressed in a timely, equitable, and trauma-informed manner.
  • Conducting ongoing evaluation of client services, programming, and practices, incorporating feedback and data to ensure services remain responsive, equitable, and aligned with participant needs.
  • Coordinating with community partners, including OVW and transitional housing programs, supporting case conferencing, participant transitions, and required reporting.
  • Overseeing the YWCA 24-hour helpline, ensuring consistent, trauma-informed response, appropriate triage, safety planning, and coordination of shelter intakes, while supporting and guiding staff responsible for helpline coverage.
  • Providing shared supervision and performance management for shelter staff, volunteers, and interns, including regular check-ins, coaching, performance evaluations, and disciplinary action as needed, in coordination with the other Shelter Co-Manager to ensure consistent support, communication, and follow-through across the team.
  • Leading and supporting recruitment, hiring, onboarding, and ongoing training of shelter staff, ensuring team members are equipped to provide trauma-informed, high-quality services.
  • Fostering a supportive, inclusive, and mission-aligned team culture by promoting staff wellness, modeling healthy boundaries, and supporting resilience in a high-demand work environment.
  • Co-facilitating team meetings and maintaining consistent communication across staff, addressing operational needs, challenges, and priorities in a collaborative and solution-focused way.
  • Developing, managing, and adjusting staff schedules to ensure consistent 24/7 coverage, including oversight of on-call structures and response to emergent staffing needs, with the expectation of providing on-call support and leadership coverage as needed.
  • Ensuring staff are trained and supported in crisis response, de-escalation, safety protocols, and core advocacy practices, while monitoring performance and service delivery.
  • Ensuring all shelter locations, including Valley scattered-site units, are clean, safe, welcoming, and fully stocked to meet the needs of participants and families.
  • Coordinating and managing maintenance needs in partnership with facilities staff, ensuring timely resolution of issues and overall upkeep of shelter spaces.
  • Overseeing required inspections and compliance, including Housing Quality Standards (HQS), fire safety, and general maintenance inspections.
  • Managing inventory and purchasing of supplies, ensuring appropriate stock levels and compliance with YWCA policies and procedures.
  • Ensuring staff follow documentation, data collection, and reporting requirements, reinforcing expectations and providing coaching and accountability around compliance standards and day-to-day processes.
  • Leading onboarding and supporting ongoing staff training related to documentation practices, workflows, and required systems in partnership with the Data Coordinator.
  • Monitoring documentation and reporting practices, addressing concerns related to incomplete or inaccurate data and communicating system or workflow challenges to the Data Coordinator and leadership as needed.
  • Supporting fiscal management of the shelter program, including budget monitoring, expense tracking, and purchase order processing in alignment with agency policies and procedures.
  • Tracking and safeguarding in-kind items, including gift cards and donations, ensuring proper documentation and compliance with funding requirements.
  • Monitoring grant compliance and reporting requirements, ensuring program operations, data, and deliverables align with funding expectations.
  • Collaborating with leadership on budget planning, funding needs, and overall fiscal accountability of the program.
  • Ensuring shelter services, programming, and operations remain survivor- and family-centered through ongoing evaluation of practices, policies, and participant experience.
  • Supporting continuous improvement efforts by incorporating feedback from staff and participants, program data, and required assessments to inform service delivery and program development.
  • Maintaining and updating shelter policies and procedures to ensure alignment with best practices, compliance standards, and evolving program needs.
  • Monitoring overall program effectiveness, including the quality and relevance of shelter activities and services, and implementing improvements as needed.
  • Collaborating with leadership on program planning, development, and long-term strategy, including identifying resource and funding needs.
  • Supporting coordination with community partners and multi-agency efforts to ensure continuity of care and alignment of services for participants.
  • Leading and coordinating shelter response during critical incidents, including collaborating with emergency services and supporting staff and participants during high-stress situations.
  • Supporting development, implementation, and ongoing improvement of crisis response protocols, including staff preparedness, training, and debriefing.
  • Ensuring that at least four staff members are available for on-call shifts, with the Shelter Co-Managers rotating into the on-call schedule as needed.
  • Serving as a member of the agency’s management team, contributing to program planning, evaluation, and organizational initiatives, including participation in leadership and program leadership team meetings.
  • Representing the organization at coalition meetings, community events, and public forums, advocating for shelter services, housing programs, and participant needs.
  • Participating in community partnerships and systems advocacy efforts to support coordinated services and broader housing initiatives.
  • Supporting policy and procedure development and updates to ensure alignment with agency goals, best practices, and evolving program needs.
  • Contributing to program development and evaluation through surveys, needs assessments, data collection, and feedback from staff and participants, including participation in required community-wide efforts.
  • Managing inventory, procurement, and donation intake/distribution in alignment with the YWCA fiscal and policy guidelines.
  • Building relationships with donors and community partnerships to sustain regular and seasonal support.
  • Coordinating the organization, sorting, weighing, storage, and distribution of all incoming donations.
  • Planning and leading seasonal donation campaigns and special events, including Hope for the Holidays, Tree of Sharing, and celebrations for resident birthdays and milestones.
