About The Position

Astor & Sanders Corporation (Astor) is seeking a ServiceNow Developer for a full-time onsite position in San Diego, CA. The role involves leading the migration of a mission-critical Oracle APEX portal to ServiceNow, ensuring a seamless transition with minimal disruption. The developer will expand ServiceNow ITSM capabilities to support IT and Facilities ticketing, help desk, dispatch, asset management, and related service workflows. They will also design, develop, and implement custom ServiceNow applications and workflows using App Engine, and implement security and access controls including CAC/MFA integration, hierarchy-based RBAC, and field-level protection for sensitive data. Collaboration with government stakeholders and technical teams is key for defining requirements, troubleshooting, managing risks, and ensuring compliance. The position also requires providing structured training, knowledge transfer, technical documentation, and workforce upskilling. A System Handover Plan and training logs must be developed and maintained. Support for Agile delivery through sprint planning, stand-ups, demos, and retrospectives, along with POAM-based progress reporting, is also expected.

Requirements

  • 7+ years of experience in ServiceNow development, architecture, or implementation, with strong hands-on expertise in ServiceNow App Engine and ITSM.
  • Proven experience in legacy system migration, preferably Oracle APEX to ServiceNow, and developing custom applications and workflows.
  • Strong knowledge of IAM/RBAC, CAC/MFA integration, field-level security, and PII/PHI data protection.
  • Experience working in Agile/Scrum environments, with strong documentation, stakeholder communication, training, and knowledge-transfer skills.
  • Experience in government, defense, military, or highly regulated environments is preferred.

Responsibilities

  • Expand ServiceNow ITSM capabilities to support IT and Facilities ticketing, help desk, dispatch, asset management, and related service workflows.
  • Design, develop, and implement custom ServiceNow applications and workflows using App Engine based on business and operational requirements.
  • Implement security and access controls, including CAC/MFA integration, hierarchy-based RBAC, and field-level protection for sensitive PII/PHI data.
  • Collaborate with government stakeholders and technical teams to define requirements, troubleshoot issues, manage risks, and ensure compliance with security and operational standards.
  • Provide structured training, hands-on knowledge transfer, technical documentation, and workforce upskilling to support long-term platform adoption.
  • Develop and maintain a System Handover Plan and training logs, ensuring all required knowledge transfer and documentation are completed before contract completion.
  • Support Agile delivery through sprint planning, stand-ups, demos, and retrospectives, while providing POAM-based progress reporting to government leads.
