About The Position

The American Red Cross is seeking a Mobile SAF-IS Regional Program Specialist to support the Service to Armed Forces and International Services Division mission. This position is regional and part of a mobile staff, requiring strict medical and security clearances. Worldwide deployment is a condition of employment, with mobile staff typically deploying for 6 months at a time, approximately once every 18-24 months, to any military base globally. Relocation assistance is limited to current employees within a 50-mile radius within the division. The role involves managing and administering Red Cross services for U.S. military members, veterans, and their families, supporting International Services programs, and providing guidance to volunteers. It requires compliance with all applicable regulations and standard operating procedures.

Requirements

  • Bachelor’s degree in business or public administration, human resources management, community organization, social or health sciences, or related field; or related equivalent experience.
  • A minimum of five years related experience in program management or related field is required.
  • Strong computer skills.
  • Public speaking skills and the ability to communicate effectively verbally and in writing.
  • Strong interpersonal skills and the ability to work well in an individual or team environment.
  • Ability to balance multiple priorities is essential.
  • U.S. citizenship is required.
  • Must be able to obtain a secret security clearance and a no-fee U.S. passport.
  • Must accept work assignments anywhere in the world, including conflict areas, where the American Red Cross is providing services to members of the military and their families.
  • Must meet strict medical and physical requirements, including immunizations required by the U.S. military.
  • May be required to wear military uniforms, and live and work in harsh and stressful environments in conflict areas.
  • Periodically accompanies the military on deployments.

Responsibilities

  • Manage and administer the delivery of American Red Cross services to meet the needs of United States military members, veterans, and their families in accordance with Red Cross policies and procedures.
  • Support the delivery of International Services programs and services.
  • Provide support, development, and/or leadership guidance to all volunteers.
  • Perform all duties and responsibilities in compliance with standard operating procedures and other applicable Federal, State, and local regulations.
  • Serve as the primary point of contact for the Red Cross at assigned locations, building strong relationships with military leadership, key organizations, and community leaders.
  • Cultivate relationships and partnerships with external constituents, including government organizations, corporate partners, civic organizations, and other community charitable and nonprofit agencies.
  • Conduct outreach through command meetings, education briefings, presentations, and information sessions.
  • Build community presence through marketing opportunities, social media, and local base advertising to promote the Red Cross Mission and services.
  • Manage a volunteer engagement program and cycle to enable the delivery of all Red Cross programs and services.
  • Manage volunteers who administer Red Cross services; when volunteers are unavailable, the manager is responsible for delivering mission-specific services.
  • Develop and implement local needs assessments and Volunteer Program Plans.
  • Recruit and train leadership volunteers to support staff and programs in various Red Cross services.
  • Utilize the Volunteer Connection Platform to manage, document, train, recognize, and communicate with volunteers.
  • Ensure the consistent delivery of SAF and IS U.S. services to all clients.
  • Provide supervision of volunteer Service Delivery staff.
  • Coordinate services to military treatment facilities and VA hospitals through rehabilitation programs, material assistance, resiliency training, and morale items.
  • Ensure a strong military community outreach program and implementation of special events and projects.
  • Manage support services to military members and their families, including family follow-up information and referrals.
  • Provide support for the emergency communications center with local information.
  • Develop outreach strategies to promote International Services U.S. programs and ensure community awareness.
  • Develop and manage budgets and expenditures to ensure programs operate within budget.
  • Monitor and report on program outcomes and results, ensuring accountability and making recommendations for continuous improvement.
  • Support the day-to-day operations and emergency needs of the Hero Care Center as a member of the Hero Care Network Contingency Team.
  • Complete all trainings and requirements to maintain casework proficiency, including working shifts and participating in readiness drills.
  • Respond to emergency, surge, and disaster situations as needed.
  • Maintain all medical and security requirements.
  • Engage in an annual deployment familiarization program, including trainings and meetings.
  • Participate in additional trainings and meetings to prepare for deployment when activated.
