This position is responsible for operating, maintaining, constructing, inspecting, and surveying all gas distribution jurisdictional assets in accordance with federal and state regulations, company policies, and management objectives. The role also involves serving as an emergency gas leak first responder to ensure public safety and protect company assets, adhering strictly to all safety guidelines and procedures. Accurate and timely completion of all necessary records, timesheets, and documentation is crucial for accounting, regulatory, and asset management purposes. The position requires professional interaction with customers, regulatory authorities, and employees to meet company needs and perform duties consistent with provided training and attained skills.

Requirements

  • Possess and maintain a valid New Hampshire State Gas License, or obtain within three years.
  • Possess and maintain a valid Maine State Gas Fitters License, or obtain within three years.
  • Respond to service calls when on standby as soon as possible, not to exceed 30 minutes from receiving call.
  • Possess and retain an unrestricted Vehicle Operator's License.
  • Possess and retain DOT medical examiners certificate.
  • Possess a Driver Qualification File.
  • Will be drug tested under the PHMSA drug pool.
  • Have a high school education or equivalent.
  • Exercise courtesy and tact in dealing with customers.
  • Present professional appearance which complies with company’s safety standards.
  • Be willing and able to accept shift and emergency assignments, work overtime and standby.
  • Must accept Company assigned Service Department standby on a rotational basis.
  • Work in all types of weather conditions per collective bargaining agreement.
  • Pass DOT Drug Screen if not presently working in a covered position.
  • Have the ability and aptitude to perform duties independently in a safe and professional manner.
  • Have the ability to maintain/keep required records satisfactorily.
  • Be consistently punctual, regular in attendance and have a good safety record.
  • Be able to work from heights.
  • Must reside within the specified geographic area and respond within 30 minutes to gas leak emergencies, and be available for duties during times of system emergencies.
  • Must be able to obtain Operator Qualification (O.Q.) certification based upon the requirements set forth in DOT 49 CFR 192, Subpart N.
  • Must have the ability to recognize and react to abnormal operating conditions.
  • Employees in this position will be subject to the company's random drug screening program, as mandated by the Pipeline and Hazardous Materials Safety Administration (PHMSA) guidelines.

Responsibilities

  • Perform activities associated with the implementation of the company’s gas leak program to protect public safety, safeguard company assets, and comply with Unitil’s Pipeline Safety Manuals (O&M).
  • Respond as an emergency first responder to gas leak situations promptly and effectively within established regulatory guidelines, assessing situations and making recommendations or decisions to ensure public safety.
  • Perform scheduled gas surveys and analysis work on all company-owned facilities, including annual distribution surveys, winter patrols, bridge surveys, business district & school surveys, interior atmospheric and corrosion checks, service line surveys, exposed pipe surveys, public building and commercial building inspections, high risk surveys, and active/repaired leak assessments.
  • Identify, classify, and prioritize gas leaks associated with the gas distribution system with the main objective of ensuring public safety.
  • Prepare construction and maintenance orders as required to complete work activities for the replacement or repair of facilities where gas leaks have been identified.
  • Utilize GIS/GPS mapping software and the gas CMS system in the execution of the gas leak management program.
  • Test company-owned (CGI) combustible gas indicators and PMD portable methane detectors or other Company approved equipment in accordance with company procedures.
  • Properly care for and maintain company equipment such as assigned vehicle, tools, and materials, including the timely completion of records associated with such equipment.
  • Check for proper operation of vehicle and equipment and ensure adequate materials are available; detect and report improper operation, faulty equipment, defective materials, and unusual conditions to supervision.
  • Perform activities associated with the installation, maintenance, and inspection of Company meter sets and other jurisdictional assets in full compliance with Unitil’s O&M and other related procedures.
  • Install, set, change, and remove meters; perform transfers; turn on and off gas meters; turn on and relight customer appliances; deliver and recover customer appliances.
  • Install and test gas piping; diagnose and perform maintenance on customer’s rental gas appliances, including gas conversion burners and gas water heaters.
  • Investigate, locate, and repair or report odor and carbon monoxide complaints.
  • Perform all functions of the gas pipe fitter, including construction and installation of meter fits, gas meters, in-to-out meter piping, and the installation, repair, and diagnostics of gas regulators.
  • Assist in and/or perform all duties within the job series, working from schedules, work orders, established regulations, and written/verbal instructions from the supervisor.
  • Develop knowledge of National Fuel Gas Code, Company Standards, and the Serviceman's Procedures.
  • Execute all forms and reports as required and perform other similar or related duties proficiently.
  • Capitalize on unplanned opportunities and respond to unforeseen situations; undertake and complete assignments and special projects as assigned by management.
  • Perform other related duties as assigned in accordance with the Agreement.
