About The Position

Join our Behavioral Health Service Delivery team and help support programs that make a real difference for people across Oregon. We work to make sure communities can access the care they need, from crisis support to services for children, adults, and older adults. Our team also works closely with counties and local partners to keep programs running smoothly. In this job, you will be a key advisor who helps guide important projects and plans. You will study how the system works, spot problems, and help find solutions. You will look at information from many sources, sort through unclear or conflicting data, and help leaders make informed choices. Your work will shape how programs operate and may lead to new processes, tools, or ideas that improve services for people who need them most. You will lead major research and planning efforts, work with experts, solve problems that arise, and help keep large projects on track. You will also help design better ways of working, support long‑term planning, and ensure staff have what they need to succeed. This role also includes working with partners across Oregon and sharing clear, useful information with leaders and community groups.

Requirements

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
  • Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

  • Extensive knowledge of Oregon’s behavioral health system, including its strengths, challenges, service continuum, and opportunities for system improvement.
  • A strong commitment to equity, with experience applying an equity-centered approach to reduce disparities and improve outcomes for historically underserved and marginalized communities.
  • Knowledge of the statutory and regulatory framework governing behavioral health services, including Oregon Revised Statutes (ORS), Oregon Administrative Rules (OAR), and the legislative process that shapes behavioral health policy and service delivery.
  • Experience improving organizational operations through process design and improvement, development of policies and procedures, project management, and implementation of operational best practices.
  • Experience providing guidance and support to partners with applying findings and changes, and assisting partners with implementation.
  • Experience overseeing operational functions, including staff coordination, workload management, workflow design, and implementation of operational practices that strengthen team effectiveness, support organizational goals, and maintain continuity across programs.
  • Demonstrated ability to lead complex cross‑agency or multi‑partner initiatives, including strategic planning, facilitation of interdisciplinary workgroups, contractor procurement and coordination, budgeting oversight, and application of research and evaluation methods to inform long‑range system improvement.
