About The Position

The Oregon Department of Human Services is seeking an Operations & Policy Analyst 3 to join the Office of Safety, Oversight, and Quality Unit (SOQ). The SOQ Unit's mission is to ensure the safety of aging adults and adults with disabilities served by the department through effective oversight of service providers. This unit is responsible for statewide licensing, regulatory, and corrective action functions for various care settings, including adult foster homes, Assisted Living Facilities, Residential Care Facilities, and nursing homes. The target population includes all Oregon citizens residing in these regulated care settings. This role involves providing leadership and consultative advice to the Community-Based Care program (CBC) to develop program information regarding licensing and survey procedures. With the passage of SB 739, the CBC team is tasked with creating and disseminating summary explanations of the licensing and survey process for facilities, which will be updated as rules, policies, and procedures evolve. The position is responsible for developing and writing complex policies, rules, and legislative concepts, evaluating program operations, conducting quality assurance, and serving as a statewide policy contact and resource. This role also involves complex regulation/rule interpretation, technical assistance, and rule development, as well as working with the Department's Contracts and Procurement Unit and reviewing licensing activities. Participation in training for agency staff, providers, and partners on facility services, state and federal rules, policies, procedures, and relevant Social Security Act titles is also a key responsibility.

Requirements

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and 4 years professional-level evaluative, analytical and planning work.
  • Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
  • Excellent oral and written communication skills in order to complete interactions with stakeholders and partners.
  • Experience in extensive reading of materials and other supporting documentation, as well as state and federal rules and laws.
  • Experience working under pressure to meet frequent deadlines.
  • Experience adjusting to changing priorities.
  • Experience working with individuals from diverse backgrounds, and with varying educational levels and professional to promote compliance with regulations and standards.
  • Experience in Aging and People with Disabilities.

Responsibilities

  • Provide leadership, direction, and consultative advice to the Community-Based Care program (CBC) to develop program information concerning licensing and survey procedures.
  • Develop and write complex policies, rules, and legislative concepts.
  • Evaluate program operations and services and conduct quality assurance to oversee compliance with regulations and program goals.
  • Provide statewide policy contact and resource for local offices and licensed facilities concerning the licensing and survey processes and requirements.
  • Provide complex regulation/rule interpretation and technical assistance to agency and local office staff, surveyors, providers, partners, and the public.
  • Responsible for rule development.
  • Work with the Department's Contracts and Procurement Unit.
  • Perform the review and analysis of licensing activities.
  • Participate in training to DHS/APD/AAA staff, providers, and partners regarding facility services; state and federal rules, policies and procedures and Titles XVIII and XIX of the Social Security Act.
