About The Position

Raytheon is seeking a Senior Program Manager for the C3S Portfolio with a focus on managing Foreign Military Sale (FMS) programs. The PM is responsible for managing the program lifecycle, cost, schedule, and performance. This role interfaces with stakeholders for project specifications to ensure successful completion. The position also coordinates the proposals, business plans, and budgets for programs. In addition, the PM establishes cost-focused performance targets and directs work to achieve these targets.

Requirements

Typically requires a University Degree or equivalent experience and 10 years prior relevant experience OR an Advanced degree in a related field and minimum 5 years of experience
Prior Program/Project Management experience
Prior Earned Value Management Systems (EVMS) experience
Prior Proposal Management experience
The ability to obtain and maintain a U.S. security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance

Nice To Haves

Program management experience within the Defense Industry, including product lifecycle, sustainment support, and execution of FMS contracts.
Expertise in program and financial planning (EACs, EVMS, R&O, IMP/IMS) with strong command of key business metrics; ability to obtain required Raytheon PM/EVMS certifications.
Advanced analytical capability with demonstrated process improvement success, strong communication skills, and ability to synthesize complex data for informed decision making.
Proven leadership and collaboration skills across organizational levels, supporting dynamic environments, competing priorities, new business capture, and international program execution.
Technical familiarity with radar and SMGBAD systems (Sentinel, Patriot, KuRFS, NASAMS), Raytheon procurement and IOT processes, RTX Global Mobility, and possession of an active U.S. Secret clearance.

Responsibilities

Lead all aspects of production program cost, schedule, and technical execution to drive predictable performance
Perform risk and opportunity (R&O) management, to include program revenue and profit recognition, to minimize risk to the organization
Hold accountability for profit and loss, Annual Operating Plan (AOP) and financial metric reviews
Develop, identify, and assess new business opportunities, and assign new business resources to grow annual revenue and growth objectives over the 5-year plan
Lead proposal activities through the RTX Lifecycle Program Management (RLPM) Pursuit-to-Start-Up phase
Lead a matrixed and geographically dispersed team across domestic and international locations
Regularly interface with internal partners across the Raytheon business
Expect to travel domestically and internationally 10% of the time
