About The Position

Civitas Senior Living is seeking a Senior Vice President of People Operations to lead the People Operations, Recruiting, and Learning & Development teams. This role serves as a trusted advisor to senior leadership on workforce decisions that impact operational results. The position operates on two tracks: managing daily HR functions such as hiring, employee relations, onboarding, and training, and developing scalable systems and processes to support company growth. The ideal candidate will spend significant time in the communities to understand operational needs and build credibility with operators.

Requirements

  • 5+ years of progressive HR experience, including multi-site leadership in senior living, healthcare, hospitality, or another distributed, hourly-workforce industry.
  • Demonstrated experience leading a team of HR professionals.
  • Proven track record of building process and structure where none existed, and retiring outdated processes.
  • Fluency with workforce data (turnover, labor cost, staffing ratios, wage competitiveness) and the ability to communicate insights concisely to operators.
  • Sound judgment in employee relations and investigations, with strong documentation skills and the ability to deliver difficult conclusions.
  • Multi-state compliance experience; senior living or other licensed-care regulatory exposure is strongly preferred.
  • Bachelor's degree in Human Resources, Business, or a related field.
  • Willingness to travel to communities regularly (approximately 25-35%).

Responsibilities

  • Provide direct, hands-on leadership for the People Operations Specialists, Recruiting function, and Learning & Development.
  • Set priorities, coach team members, and ensure departmental accountability for deliverables.
  • Oversee full-cycle recruiting performance across all communities and the Corporate office, focusing on time-to-fill, agency reliance, and leadership pipeline quality.
  • Develop and manage a learning and development pathway for internal leadership growth and provide practical training for field teams.
  • Manage employee relations, policy administration, and multi-state compliance (TX, CO, KY, AZ), including FLSA, ADA, FMLA, I-9, and state-specific senior living regulations.
  • Develop and implement scalable systems, workflows, documentation, and reporting to support company growth without proportional headcount increases.
  • Provide direct advisory services to operations, finance, and sales leadership on retention, labor costs, organizational design, and the people implications of growth.
  • Travel regularly to communities (approximately 25-35%) to understand operational needs and build relationships.
