About The Position

The Senior Vice President (SVP) of Clinical Services – Home and Community-Based Services (HCBS) is a strategic executive leader responsible for overseeing the clinical operations, quality assurance, and regulatory compliance of all HCBS programs. This role ensures the delivery of high-quality, person-centered care across diverse settings including home health, hospice, personal care and other community-based services. The SVP will lead multidisciplinary teams, drive clinical innovation, and collaborate with internal and external stakeholders to advance organizational goals and improve patient outcomes.

Requirements

  • Provides required weekly and monthly reports that are direct, concise and value-added to division and corporate team.
  • Follows appropriate lines of communication and endorse the concept of “no surprises” for the division and corporate team.

  • Participates on the clinical services executive council, assigned special projects, task forces or other professional forums to develop, improve or implement programs, policies or standards
  • Deep understanding of HCBS models, including Medicaid waiver programs, home health, hospice.
  • Knowledge of clinical governance, quality assurance, and performance improvement frameworks.
  • Familiarity with regulatory standards (e.g., CMS, Joint Commission, state health departments).
  • Expertise in healthcare operations, clinical informatics, and population health management.
  • Awareness of trends in aging, disability services, and community-based care innovations.

  • Master’s degree or higher in Nursing, Social Work, Public Health, or related clinical field
  • 10 years of progressive leadership experience in home and community-based clinical services.
  • Active license in licensed field, RN, OT, PT, Speech Pathologist

Responsibilities

  • Understands supports and interprets PruittHealth vision and mission for direct reports and division clinical service personnel.
  • Demonstrates knowledge of and assumes responsibility for communication of PruittHealth policies and procedures, state and federal regulations to direct reports and all clinical service personnel.
  • Responsible for analyzing trends from all available data sources, individual centers and regions, for strategic review with senior vice presidents of operations and area vice presidents of operations for performance improvement.
  • Provides quality-consulting services to operations at all stages of planning, implementation of new services or programs that impact quality of care and service, including budgetary considerations and timeframes.
  • Provides required monthly reports (Power BI) that are direct, concise and value-added to division and corporate team.
  • Follows appropriate lines of communication and endorse the concept of “no surprises” for the division and corporate team.
  • Follow up on new initiatives, action plan and appropriately assesses programs, to ensure optimal benefit to the organization.
  • Participating in the clinical services executive council, assigned special projects, task forces or other professional forums to develop, improve or implement programs, policies or standards
  • Develop and execute clinical strategies aligned with organizational goals and regulatory requirements.
  • Lead clinical integration across HCBS programs to ensure continuity of care and operational efficiency.
  • Provide clinical direction and supervision to regional and program-level clinical leaders.
  • Ensure evidence-based practices are implemented and maintained across all service lines.
  • Monitor clinical performance metrics and drive continuous improvement initiatives. Exercises professional judgment in evaluating center/division quality issues and notifies senior vice president of operations, chief clinical officer and the chief operations officer, if issues are not resolved in a timeframe defined by State and Federal Regulations, Patient Care Management Systems and/or PruittHealth policies and procedures.
  • Ensure that the senior nurse consultants know how to effectively use the tools and systems available to support them in meeting quality of service and care standards.
  • Supports linkage of PruittHealth priorities with division needs and supports the division in meeting PruittHealth strategic plan, and performance standards.
  • Design and deliver quality training to the division to support division business strategy objectives for systems, services and/or programs.
  • Completes and documents competency on PruittHealth policies, procedures, standards including use of all data sources.
  • Provide consulting expertise on efficient and effective clinical operations and/or productivity improvement while ensuring core standards are met.
  • Participates with clinical and operations team as content expert in the design, implementation, and training for systems, services and/or programs.
  • Completes implementation plan for new policies, procedures, systems and program rollout for approval, monitors implementation and submits a monthly report regarding division progress.
  • Oversee quality assurance and reporting programs, including audits, incident reporting, and corrective action plans.
  • Ensure compliance with federal, state, and local regulations, including CMS, Medicaid, and accreditation standards.
  • Lead initiatives to improve patient safety, satisfaction, and clinical outcomes.
  • Provides an assessment of direct reports professional competency to meet PruittHealth standards. Assessment includes a development plan for any area identified as needing improvement.
  • Serves as the key member of the division team in the recruitment and selection of senior nurse consultants. Facilitates interview schedule for potential new hires with division and region team members.
  • Assumes responsibility for orientation of senior nurse consultants and clinical services personnel.
  • Foster a culture of accountability, collaboration, and professional growth.
  • Develop and implement training programs to enhance clinical competencies and leadership skills.
  • Collaborate with payers, providers, community organizations, and regulatory bodies.
  • Represent the organization in industry forums, advocacy efforts, and public health initiatives.
  • Build strong relationships with clients, families, and caregivers to ensure responsive and compassionate care.
