About The Position

Reporting to Chief Program Officer of Community Services, The Senior Vice President (SVP) of OPWDD Community Services is a key member of the executive leadership team, responsible for the strategic direction, operational excellence, and growth of all OPWDD-funded community-based programs and DOH programs. This role provides executive oversight of Day Services, Employment Services, Self-Directed Services, Respite, In-Home Programs, and DOH Programs ensuring high-quality, person-centered services that meet regulatory standards and align with organizational goals. The SVP drives innovation, builds strategic partnerships, and leads large, multidisciplinary teams to deliver measurable outcomes for individuals served.

Requirements

  • Master’s degree in human services, social work, or another related field required
  • A minimum of ten (10) years of progressive management experience in the health and human services field required
  • Minimum of five (5) years of professional experience supporting individuals with intellectual and developmental disabilities and/or co-occurring mental health and substance use disorders required
  • A minimum of three (3) years of supervisory experience required
  • Valid driver’s license and satisfy criteria to be an agency driver required
  • Extensive knowledge of OPWDD and DOH regulations and service models, including Medicaid waiver services, managed care trends, and regulatory compliance frameworks.
  • Demonstrated competency in all state, local, and federal regulations and agency policies relevant to the operation of the division
  • Strong strategic planning and execution capabilities
  • Financial acumen and experience managing complex budgets
  • Exceptional leadership, verbal and written communication, and interpersonal skills
  • Ability to build partnerships and influence stakeholders
  • Proficiency in Microsoft Office Suite and data-driven decision-making
  • Strong project management, financial management, contract management, and problem-solving skills
  • Demonstrated executive-level presentation and public speaking skills
  • Availability for after-hours and emergency response as needed
  • Must be comfortable with public speaking

Responsibilities

  • Leads the development and execution of the strategic plan for OPWDD community services in alignment with organizational priorities
  • Provides executive oversight of all OPWDD community-based programs, ensuring alignment with strategic, regulatory, and growth objectives
  • Maintains 24/7 accountability for program performance, ensuring high-quality, safe, and person-centered service delivery
  • Leads continuous quality improvement initiatives using data analytics and evidence-based practices to enhance outcomes
  • Leads divisional financial strategy, including budget development, forecasting, rate optimization, and resource allocation, to ensure fiscal sustainability
  • Identifies and executes expansion opportunities, including new program development and service diversification, while overseeing contract management to support strategic growth initiatives
  • Collaborates with internal departments and cultivates strategic relationships with regulators, legislators, community partners, and key stakeholders to align resources and advance organizational priorities
  • Leads, mentors, manages, and develops a high-performing leadership team by supervising, training, evaluating, and observing assigned team members.
  • Interviews, hires, develops and retains high quality staff.
  • Ensures compliance with OPWDD, DOH, state, federal, and local laws and regulations
  • Leads the development and execution of the divisional workforce strategy encompassing workforce planning, recruitment, retention, training opportunities, and leadership pipeline development
  • Leads divisional risk management and compliance efforts, including oversight of audits, crisis response, incident oversight, regulatory reviews, and reporting to ensure adherence to organizational and regulatory standards
  • Oversees quality assurance and performance improvement systems, fostering a culture of accountability, engagement, and continuous improvement
  • Partners with leadership across operating and support divisions to design and implement strategies that enhance service effectiveness, outcomes, and organizational goals.
  • Promotes innovation and continuous improvement by advancing best practices and implementing forward-thinking service delivery models
  • Ensures that all required documentation (paper and electronic) are completed/processed appropriately, in a timely manner meeting quality and compliance thresholds.
  • Performs other duties as assigned.
