About The Position

The Senior Transition Manager provides high-impact Science and Technology (S&T) transition management, commercial market analysis, and strategic stakeholder coordination to the Warfighter Performance Department (Code 34) at the Office of Naval Research (ONR). The role focuses on leveraging commercial industry advancements, understanding private funding ecosystems (venture capital/private equity), and utilizing dual-use technologies to bridge critical Department of the Navy (DoN) transition gaps, accelerating the delivery of capabilities to the Fleet. The Technology Transition Support Contractor plays a pivotal role in bridging the gap between ONR Code 34's research investments and formal acquisition pathways by capitalizing on both commercial industry innovation and traditional defense pipelines. Operating across unclassified (NIPRNET) and classified (SIPRNET) environments, this role goes beyond standard bureaucracy to actively analyze the commercial tech sector, private venture funding landscapes, and non-traditional defense contractors. By facilitating strategic dialogue across Navy, Marine Corps, and Joint Staff stakeholders (including OPNAV, SYSCOMs, PEOs, and DARPA), the contractor aligns external market-driven capabilities with naval operational requirements. Key responsibilities include managing transition portfolios (such as Future Naval Capabilities, SBIRs/STTRs, and Core Programs), drafting critical milestone agreements (Transition Deployment Agreements, "Path to the Fleet" roadmaps), and providing leadership with market-informed investment analysis. The contractor ultimately acts as a vital bridge, aligning private sector agility and commercial investment with DoN procurement programs to overcome the S&T "valley of death."

Requirements

  • Active Top Secret/SCI level clearance or ability to obtain and maintain a Top Secret/SCI level clearance.
  • A Bachelor’s Degree from an accredited college or university with a minimum of ten (10) years of experience.

Nice To Haves

  • Proven track record of successfully guiding early-stage, dual-use technologies (including SBIR/STTR and commercial prototypes) through the transition gap into formal Programs of Record.
  • Experience analyzing venture capital-backed technology trends, identifying private funding signals, and leveraging commercial R&D investments to supplement Navy-funded programs.
  • Experience reviewing strategic guidance documents, commercial capability catalogs, and private sector S&T priorities to provide ONR Program Officers with actionable portfolio recommendations.
  • Experience tracking external agencies (DARPA, OUSD(R&E)) and commercial tech leaders to identify opportunities for joint investment, co-funding, or rapid integration.
  • Experience leading high-level collaborative meetings, industry days, technology demonstrations, and operational fleet exercises that bring together commercial innovators and naval transition sponsors.

Responsibilities

  • Monitor, analyze, and bin commercial industry research, venture-backed startups, and non-traditional S&T developments to identify candidates for Navy transition.
  • Translate the business incentives of commercial vendors and private investors into actionable transition pathways that align with DoD acquisition policies.
  • Interface with high-level decision-makers across OPNAV, Joint Staff, Systems Commands (SYSCOMs), PEOs, and private sector executives to align technical capabilities with Fleet operational needs.
  • Draft critical agreements and transition briefings, including Future Naval Capability Transition Deployment Agreements (TDAs), "Path to the Fleet" frameworks, and high-level data calls.
  • Maintain, track, and update classified and unclassified project portfolios on NIPRNET, SIPRNET, and collaborative enterprise tools like the ONR Data and Analytics (D&A) Portal.
