About The Position

Our client is staffing Task Force Raptor, a systems development and IT modernization effort in direct support of the White House Communications Agency (WHCA). WHCA is the joint-service Department of Defense organization, aligned under the White House Military Office, that delivers secure voice, video, data, and audiovisual communications for the President, the Vice President, the White House staff, the United States Secret Service, and Presidential emissaries — at the White House, at Camp David, and anywhere in the world the mission travels. The systems this team builds are used to run that mission. The Integrated Data Architecture workstream connects the data the agency runs on. Mission-critical information today lives across dozens of purpose-built systems, legacy databases, and cloud services — Microsoft, Oracle, VMware, and AWS among them — and much of it is still moved by hand. This team designs and builds the interfaces, APIs, pipelines, transformations, and authoritative data sources that let those systems exchange information securely and reliably, so that operators, planners, and leadership work from one accurate picture instead of ten partial ones. As the Senior Test Engineer for Integrated Data Architecture, you own the testing strategy for data that leadership will make decisions on. You will design test strategies, plans, cases, and automation for integrations, interfaces, APIs, databases, pipelines, transformations, and migrations — and you will be the person who proves that what came out the far end is complete, accurate, reconciled, and unchanged in meaning. In this environment, a silent data defect is worse than an outage. Work is performed onsite in the Arlington, Virginia area, Monday through Friday during core business hours, in accredited Government spaces alongside the Government Product Owner and WHCA technical staff. The team delivers in sprints against a prioritized backlog, with real users a short walk away and short feedback loops. This is a funded position on a ten-year IDIQ vehicle running through 2030 and expected to extend beyond it — the roadmap is long, the funding is in place, and the mission does not go away with an administration. This position requires a Yankee White clearance (Presidential Support Duty). Candidates must be U.S. citizens who currently hold an active Top Secret clearance with SCI eligibility and who are able to obtain and maintain Yankee White. Requirements

• U.S. citizenship is required.
• Candidate must be eligible for a Yankee White clearance (Presidential Support Duty) in accordance with DoD Directive 5210.55 and DoD Instruction 5210.87, including a favorably adjudicated Tier 5 investigation.
• Candidate must currently hold an active Top Secret clearance with SCI eligibility and must be able to obtain and maintain Yankee White.
• Ability to work onsite in the Arlington, Virginia area, Monday through Friday during core business hours.
• Bachelor's degree in Computer Science, Information Systems, Information Technology, Engineering, or a related field, or an equivalent combination of education and directly relevant experience.
• Minimum of 7 years of relevant experience in software testing, data testing, system testing, integration testing, quality assurance, or a related technical discipline.
• Demonstrated experience designing and executing manual and automated tests for databases, data integrations, APIs, interfaces, data pipelines, data transformations, data migrations, and complex enterprise data environments.
• Strong SQL skills — able to independently write the queries that prove or disprove a data claim.
• Experience testing across several of the following: API testing (Postman, REST Assured, SoapUI, or equivalent) ETL/data pipeline and data reconciliation testing Test automation frameworks and scripting (Python, Java, C#, JavaScript) Defect tracking and test management tooling (Jira, Azure DevOps, TestRail, Xray, or equivalent) Microsoft, Oracle, VMware, and AWS enterprise platforms
• Experience working in an Agile/Scrum environment with testing integrated into the sprint.
• Ability to produce clear, traceable test documentation and defect reports.
• Professional interpersonal and written communication skills, and the judgment to operate discreetly in a sensitive, high-visibility environment.
• Demonstrated experience owning a test strategy and reporting quality risk to leadership.

Nice To Haves

• Experience testing large-scale data migrations or system consolidations.
• Familiarity with data quality frameworks and tooling such as Great Expectations, dbt tests, Informatica Data Quality, or equivalent.
• Experience with Microsoft Azure Government, AWS GovCloud, or other DoD-accredited cloud environments.
• ISTQB, CSTE, or equivalent software testing certification.
• Experience integrating automated tests into CI/CD pipelines.
• Experience with performance, load, or security testing.
• Experience supporting federal Government IT, cybersecurity, cloud, or digital modernization programs.
• Prior experience supporting WHCA, the White House Military Office, DISA, the Executive Office of the President, or another Presidential Support Duty mission.
• Active Yankee White clearance, or a Tier 5 investigation adjudicated within the last three years.
• Experience working in DoD environments subject to RMF, eMASS, DISA STIGs, and Impact Level 5 or 6 hosting requirements.
• Experience in a fast-moving, small-team environment where the customer sits with the delivery team.
• Prior military service, particularly in a joint communications, signal, cyber, or C4 role.

Responsibilities

• Plan, design, develop, execute, and evaluate testing activities for complex integrated data architecture solutions involving enterprise applications, databases, data repositories, interfaces, data pipelines, and cloud-based data services.
• Develop and maintain test strategies, test plans, test cases, test scripts, test data, and automated testing solutions for data integrations, interfaces, APIs, databases, data pipelines, data transformations, and migrations.
• Evaluate and recommend automated testing tools and techniques, and develop or enhance automated test scripts and frameworks to improve testing efficiency, repeatability, and coverage.
• Perform system, integration, data validation, regression, end-to-end, functional, and acceptance testing.
• Validate source-to-target mappings, data transformations, completeness, accuracy, consistency, integrity, reconciliation, interface behavior, error handling, and data exchange among interconnected systems and repositories.
• Test data migration and integration activities to verify that information is accurately extracted, transformed, transferred, loaded, and consumed by target systems.
• Identify, document, and track data discrepancies, defects, integration failures, and quality issues; work with developers, Development Leads, data architects, data engineers, database administrators, and solution architects to drive resolution; and perform retesting to verify corrective actions.
• Support validation of data quality rules, metadata, data lineage, business rules, and data access requirements defined by the integrated data architecture.
• Maintain testing documentation and provide test results, defect information, coverage, status, and progress reporting.
• Support testing throughout development, integration, data migration, modernization, deployment, upgrades, and changes to existing data architectures and interfaces.
• Perform testing across heterogeneous enterprise environments and platforms, including technologies such as Microsoft, AWS, VMware, and Oracle, validating integrity and interoperability among existing, legacy, and emerging systems.
• Analyze test results, identify trends and potential data or architectural issues, evaluate test coverage and risk, and provide testing status to program and Government leadership.
• Mentor mid-level test engineers on test design, automation, and defect analysis.
