About The Position

Our client is staffing Task Force Raptor, a systems development and IT modernization effort in direct support of the White House Communications Agency (WHCA). WHCA is the joint-service Department of Defense organization, aligned under the White House Military Office, that delivers secure voice, video, data, and audiovisual communications for the President, the Vice President, the White House staff, the United States Secret Service, and Presidential emissaries — at the White House, at Camp David, and anywhere in the world the mission travels. The systems this team builds are used to run that mission. The Integrated Data Architecture workstream connects the data the agency runs on. Mission-critical information today lives across dozens of purpose-built systems, legacy databases, and cloud services — Microsoft, Oracle, VMware, and AWS among them — and much of it is still moved by hand. This team designs and builds the interfaces, APIs, pipelines, transformations, and authoritative data sources that let those systems exchange information securely and reliably, so that operators, planners, and leadership work from one accurate picture instead of ten partial ones. As the Senior Development Lead for Integrated Data Architecture, you set the technical direction for how this agency's systems exchange data. You will own the design of APIs, interfaces, data pipelines, database components, and transformation logic spanning Microsoft, Oracle, VMware, and AWS platforms; establish the standards the team builds to; review designs and code; and personally break the hardest integration problems. You will be the technical voice in the room with Government engineers, data owners, and the security team when the right answer is not obvious. Work is performed onsite in the Arlington, Virginia area, Monday through Friday during core business hours, in accredited Government spaces alongside the Government Product Owner and WHCA technical staff. The team delivers in sprints against a prioritized backlog, with real users a short walk away and short feedback loops. This is a funded position on a ten-year IDIQ vehicle running through 2030 and expected to extend beyond it — the roadmap is long, the funding is in place, and the mission does not go away with an administration. This position requires a Yankee White clearance (Presidential Support Duty). Candidates must be U.S. citizens who currently hold an active Top Secret clearance with SCI eligibility and who are able to obtain and maintain Yankee White. Requirements

• U.S. citizenship is required.
• Candidate must be eligible for a Yankee White clearance (Presidential Support Duty) in accordance with DoD Directive 5210.55 and DoD Instruction 5210.87, including a favorably adjudicated Tier 5 investigation.
• Candidate must currently hold an active Top Secret clearance with SCI eligibility and must be able to obtain and maintain Yankee White.
• Ability to work onsite in the Arlington, Virginia area, Monday through Friday during core business hours.
• Bachelor's degree in Computer Science, Information Systems, Information Technology, Engineering, or a related field, or an equivalent combination of education and directly relevant experience.
• Minimum of 7 years of relevant experience in software development, data integration, data engineering, systems integration, or enterprise application development.
• Including at least 3 years providing technical leadership for data architecture, systems integration, or application development efforts — design ownership, code review, and standards, not just individual contribution.
• Demonstrated experience developing and integrating solutions across heterogeneous enterprise environments involving technologies such as Microsoft, Oracle, VMware, and AWS.
• Hands-on experience with several of the following: REST and SOAP API design, development, and consumption, ETL/ELT development and data pipeline orchestration, Relational database development and tuning (SQL Server, Oracle, PostgreSQL, MySQL), Data modeling, source-to-target mapping, and data transformation, Microsoft and AWS cloud data services, Message queuing, event streaming, or middleware integration patterns, Scripting and automation (PowerShell, Python, Bash), Version control and CI/CD (Git, Azure DevOps, Jenkins, GitLab).
• Demonstrated experience delivering in an Agile/Scrum environment against a sprint backlog.
• Ability to write clear technical documentation — design documents, interface specifications, and deployment procedures.
• Professional interpersonal and written communication skills, and the judgment to operate discreetly in a sensitive, high-visibility environment.

Nice To Haves

• Experience in Microsoft Azure Government, AWS GovCloud, or other DoD-accredited cloud environments.
• Experience modernizing or replacing legacy interfaces, undocumented integrations, or end-of-life data platforms.
• Experience with data governance, metadata management, data lineage, or master data management.
• Familiarity with Databricks, Snowflake, Informatica, Talend, dbt, Kafka, Azure Data Factory, or AWS Glue.
• Relevant certifications such as Microsoft Certified: Azure Solutions Architect Expert, Azure Data Engineer Associate, AWS Certified Solutions Architect, AWS Certified Data Engineer, or Oracle Database certifications.
• Experience with DevSecOps practices and secure software development in a controlled environment.
• Experience mentoring developers and running effective code reviews.
• Prior experience supporting WHCA, the White House Military Office, DISA, the Executive Office of the President, or another Presidential Support Duty mission.
• Active Yankee White clearance, or a Tier 5 investigation adjudicated within the last three years.
• Experience working in DoD environments subject to RMF, eMASS, DISA STIGs, and Impact Level 5 or 6 hosting requirements.
• Experience in a fast-moving, small-team environment where the customer sits with the delivery team.
• Prior military service, particularly in a joint communications, signal, cyber, or C4 role.

Responsibilities

• Provide technical leadership for complex data architecture, systems integration, and application development efforts within heterogeneous enterprise environments.
• Lead the design, development, integration, testing, and implementation of solutions that enable secure and reliable data exchange and interoperability across Microsoft, Oracle, VMware, AWS, and other enterprise platforms.
• Provide technical direction to development team members on the design and implementation of APIs, system interfaces, data pipelines, databases, data transformation processes, and integrated applications.
• Review technical designs and code, establish development standards and best practices, and enforce consistency across the team's work.
• Resolve complex development and integration issues, including performance, data quality, and interface reliability problems that span multiple systems and owners.
• Ensure solutions align with enterprise architecture, cybersecurity, performance, availability, and data-management requirements.
• Coordinate with data architects, solution architects, developers, database administrators, cloud engineers, infrastructure teams, Product Owners, and other technical stakeholders throughout the development lifecycle.
• Analyze legacy interfaces, undocumented data flows, and authoritative data sources, and define the migration or modernization path away from manual data movement.
• Define and document source-to-target mappings, data transformation logic, error handling, reconciliation, and interface contracts.
• Support deployment, release, and production operations, including cutover planning and post-deployment validation.
• Produce and maintain the technical artifacts the program depends on, including: System and data architecture diagrams, Interface control documents and API specifications, Source-to-target mappings and data dictionaries, Development standards and coding guidelines, Deployment and rollback plans, Technical design and code review records.
