About The Position

BlueCross BlueShield of Tennessee is hiring a Senior Technical Recruiter to support full-cycle recruitment across the enterprise. In this consultative role, you’ll serve as a trusted advisor to hiring managers and senior stakeholders, translating market research, competitive intelligence, and compensation data into actionable hiring strategies. This role requires expertise in technical and engineering hiring, including evolving and competitive talent markets, the ability to influence and build long-term, trust-based partnerships, and proven skill in leveraging data to guide decision-making and solve complex hiring challenges. Excellent written and verbal communication skills, adaptable to technical, executive, and cross-functional audiences, and a demonstrated commitment to delivering a high-quality candidate experience are essential. Bonus points are awarded for a solutions-oriented mindset with experience designing or driving innovative recruiting strategies, excitement around and experience leveraging generative AI, agentic AI and/or AI tools (e.g., Copilot, Claude, HiredScore, Paradox), and proficiency with Workday or similar enterprise ATS platforms. Sponsorship is not available for this role. Travel to our Chattanooga, TN headquarters will be required for final interviews.

Requirements

  • Bachelor's Degree or equivalent work experience required. Equivalent experience is defined as 4 years of professional work experience in a corporate environment
  • 3 years - Hands-on recruiting experience to include full-life cycle recruiting, including demonstrated success in identifying and filling jobs with complex search criteria.
  • 1 year of recruiting in hard to fill/professional positions (ex: clinical, technical, finance)
  • Strategic recruiting and sourcing expertise in a fast-paced environment
  • Strong communication, interpersonal, and organizational skills
  • Ability to manage multiple priorities independently and collaboratively
  • High attention to detail with comfort navigating ambiguity
  • Proficiency with Microsoft Office applications
  • Recruiting, interviewing, checking references, making offers, and assisting in the successful onboarding of new employees.

  • Educating, advising, and counseling hiring managers regarding recruiting strategies and best practices that support the goals and direction of the organization
  • Performing advanced recruiting techniques and assignments, developing internal/external recruiting strategies, and managing third party vendor contracts
  • Developing plans for sourcing appropriate candidates, conducting the interview process, and extending offers to selected candidates while maintaining a low cost per hire

Responsibilities

  • Serve as a strategic partner to hiring managers by educating, advising, and counseling on recruiting strategies, labor market conditions, and best practices aligned to organizational goals.
  • Lead full-life cycle recruiting for professional and hard-to-fill positions, including intake, sourcing, interviewing, selection, and offer processes.
  • Develop and execute internal and external sourcing strategies to attract qualified and diverse candidate pools.
  • Apply advanced recruiting techniques and methodologies to identify and engage candidates with complex skill requirements.
  • Manage relationships with third-party recruiting vendors and oversee related contracts and deliverables.
  • Conduct and coordinate interviews, facilitate selection decisions, and extend and negotiate employment offers.
