Microsoft Quantum team is dedicated to developing the first scalable, fault-tolerant quantum computer and is leading progress in areas ranging from quantum hardware and error correction to comprehensive integration with Azure. Our team comprises an accomplished and diverse international team focused on constructing a scalable quantum computing system. Microsoft Quantum is seeking a Senior Technical Program Manager to lead the Rhythm of Business, including planning, operations analytics, and business case development. In this role, you will drive cross-functional coordination across engineering, and program management to ensure the organization is optimized to deliver against its key milestones. This is a high-impact role requiring strong technical project management, data analytics, and presentation skills, as well as the ability to engage leadership to inform investment decisions, and help drive execution against key milestones. Requirements

Bachelor's Degree AND 4+ years experience in engineering, product/technical program management, operations or finance data analysis OR equivalent professional experience.
2+ years of experience managing cross-functional and/or cross-team projects.
Ability to meet Microsoft, customer and/or government security screening requirements are required for this role.
Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud Background Check upon hire/transfer and every two years thereafter.
Citizenship & Citizenship Verification: This role will require access to information that is controlled for export under export control regulations, potentially under the U.S. International Traffic in Arms Regulations or Export Administration Regulations, the EU Dual Use Regulation, and/or other export control regulations. As a condition of employment, the successful candidate will be required to provide either proof of their country of citizenship or proof of their U.S. permanent residency or other protected status (e.g., under 8 U.S.C. 1324b(a)(3)) for assessment of eligibility to access the export-controlled information. To meet this legal requirement, and as a condition of employment, the successful candidate’s citizenship will be verified with a valid passport. Ability to work in an “AI-first” environment using modern AI tools.
Experience with AI-driven productivity tools (e.g., Copilot, automated testing, intelligent alerting).

Responsibilities

Manage Quantum’s Rhythm of Business (ROB) to enable agile and efficient management of Quantum’s key initiatives
Lead ROB related activities feeding into MDQ consolidations (e.g., planning, forecasting, talent maps)
Lead analytics to optimize resource allocation to achieve Quantum’s technical milestones
Work with Engineering team to capture technical roadmaps, track metrics and technical measurements corresponding to key milestones
Analyze and report on Quantum’s lab operations, including lab footprint, equipment utilization and maintenance, and critical device inventory, storage and logistics
Create BI and AI agent tools to drive transparency and efficiency on key initiatives
Business case development to inform business decision making for Quantum
Upkeep timely information and analytics on Quantum market, competitors, and evolving technologies
Support ad hoc, cross functional projects and partner engagements (e.g., supplier innovation and supply chain de-risking)
