About The Position

The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The New York City Police Department strives to foster a safe and fair city through the strategic deployment of resources, focusing on both crime prevention and addressing quality-of-life concerns while building lasting community relationships. The Strategic Technology Division is responsible for developing and coordinating deployment of emerging technology applications, strategic IT infrastructure, and enterprise platforms.

Requirements

  • Must have current professional/vendor certifications.
  • A masters degree in computer science or a related field from an accredited college or university AND 12 months of satisfactory full-time (not classroom based) specialized experience in computer applications development planning, design, configuration, installation, troubleshooting, integration, performance monitoring, maintenance, enhancement, and security management as described in the IT Titles Task Inventory: Applications Development; Web Development, Design, and Maintenance; Business/Systems Analysis; Project Management Support; Application Design; GIS Structures, Spatial Analysis, and Mapping Principles; Testing; Technical Writing; and Version Control.
  • A baccalaureate degree from an accredited college or university AND 24 months of satisfactory full-time (not classroom based) specialized experience as described above.
  • A four-year high school diploma or its educational equivalent AND 24 months of satisfactory full-time (not classroom based) specialized experience as described above plus 48 months of information technology experience.
  • A satisfactory combination of education and experience which is equivalent to the high school diploma option, with education substituting for information technology experience on a 30 semester credit basis per 12 months of experience, up to a maximum of 48 months.
  • Must have at least a four-year high school diploma or its educational equivalent and at least 24 months of satisfactory full-time (not classroom based) specialized information technology experience if qualifying under the options for a baccalaureate degree, high school diploma, or combination of education and experience.

Responsibilities

  • Lead end-to-end delivery of large-scale technical programs, including IT design reviews, development, testing, deployment, and operations.
  • Coordinate cross-functional teams (engineering, QA, operations, products, business) to align on scope, timelines, dependencies, risks and product outcomes.
  • Oversee vendor and consultant performance, ensuring deliveries meet technical standards, SLAs, and contractual obligations.
  • Manage program governance, including roadmaps, milestones, issue tracking, risk registers, and status reporting to executives.
  • Identify risks, dependencies, and opportunities for improvement, and drive actions to resolution.
  • Drive incident management, escalations, and post-mortem analysis for platform or program-related issues.
  • Develop and maintain program dashboards, metrics, and analytics to track progress, adoption, and performance.
  • Identify process improvements, bottlenecks, and opportunities to enhance delivery efficiency and quality.
  • Partner with managers, architects, and leadership to prioritize initiatives and resolve blockers.
  • Ensure compliance with secure SDLC standards, security requirements, and governance frameworks.
  • Manage relationships with internal and external stakeholders, ensuring clear communication, alignment, and timely issue resolution.
  • Facilitate meetings, working sessions with stakeholders/delivery teams and provide regular status reporting to leadership.
  • Ensure documentation, governance, and communication materials are accurate, current, and accessible to relevant teams.
