About The Position

This position is based in Oklahoma City, OK. Candidates must reside in the State of Oklahoma and be willing to report to the Will Rogers Memorial Office Building in Oklahoma City. The agency is unable to sponsor or take over sponsorship of an employment visa. This role involves gathering, understanding, and visualizing data; developing strategies; designing and implementing dashboards and reporting tools; facilitating data-driven decisions; and applying predictive modeling and statistical analysis techniques to forecast trends using Business Intelligence (BI) platforms. It also includes analyzing business processes and systems, identifying risks and inefficiencies, recommending technology-based solutions, and developing system documentation. The analyst will work closely with business units to translate vision into requirements, build specifications for new functionality, recommend technology solutions, and lead/participate in project meetings. Additionally, the role contributes to testing by creating test scripts, coordinating User Acceptance Testing (UAT), and assisting with Regression Testing. Proficiency in the application(s) supporting assigned Agency Divisions is expected, along with knowledge of public administration, process improvement, Lean, and change management principles. The ability to solve complex organizational problems and prepare cost-benefit analyses is also required. On-site attendance is essential for direct interaction with staff, clients, and office resources.

Requirements

Bachelor's degree and four (4) years of professional level experience in business or public administration, data science, data analysis, or similar experience; or an equivalent combination of education and experience substituting one (1) year of experience for each year of the required degree.
Proficient with Microsoft Office, specifically Outlook, Teams, SharePoint and Azure DevOps.
Knowledge of data modeling; statistical analysis; predictive modeling; and Business Intelligence platforms and data manipulation languages (e.g., SQL).
Employee must be capable of lifting, carrying, and moving objects of up to 25 pounds.

Nice To Haves

Specific Business Intelligence platform experience is preferred (e.g., Microsoft Power BI, Tableu, or Qlik).

Responsibilities

Gathers, understands and visualizes data; develops strategies; designs and implements dashboards and reporting tools; facilitates data-driven decisions; and applies predictive modeling and statistical analysis techniques to forecast trends using Business Intelligence (BI) platforms
Analyze business processes and the business systems that drive them.
Identify risks and inefficiencies in business processes and recommend technology-based solutions.
Develop and maintain system documentation including the creation of Business and Functional Requirements, User Stories and process maps.
Works closely with assigned business unit team(s) to elicit, translate and distill business vision into clear business requirements.
Compiles information in a format meaningful to both the business stakeholders and software developers.
Builds requirements and specifications for new functionality and enhancements as well as helps to develop new ideas based on relevant industry experience.
Recommends/facilitates/collaborates on selection of technology solutions and options.
Schedules and/or participates in the organization and leadership of project related meetings and work groups. Sets agendas in advance, identifies action items, and compiles and distributes meeting recaps.
Prepares for and facilitates standing projects status meetings with assigned Agency Divisions.
Serves dual role of Project Manager & Business Analyst for projects of appropriate size/scope.
Contributes to testing by creating test scripts, coordinating/facilitating User Acceptance Testing and assisting with Regression Testing.
Owns or assists with preparation of a variety of project-associated documentation (including training materials, process mapping, and user manuals).
Owns/manages User Acceptance Testing including creation of test scripts.
Supplements functional, regression and system testing as determined by project team.
Owns full test cycle on small projects.
Builds proficiency in the application(s) that support assigned Agency Divisions.
Knowledge of organizational functions, methods and techniques of public administration, process improvement, Lean, and change management principles.
Ability to solve complex problems of the organization and prepare cost benefit analysis.
