About The Position

Chenega MIOS is seeking a Senior Technical Business Analyst to enhance skills and build a career in a rapidly evolving business climate. The Senior Technical Business Analyst will excel at the intersection of human relationships and complex, multi-level secure network engineering. This role serves as a strategic facilitator between DARPA’s visionary Program Managers and the IT Directorate (ITD), building deep rapport with world-class researchers to uncover their most ambitious concepts. The mission is to synthesize specialized, often tacit mission needs into a clear, traceable technical roadmap. By translating emerging research into concrete network requirements, the analyst will ensure DARPA’s classified, unclassified, and cloud-hybrid infrastructures (spanning DoD Impact Levels) are ready to support the next generation of defense breakthroughs.

Requirements

  • Bachelor’s degree in information technology, computer science, network engineering, or a related technical discipline.
  • 7+ years of experience in technical business analysis or systems engineering, navigating the human and technical complexities of DoD, Intelligence Community, or federal R&D environments.
  • A proven track record of building trust with high-level government leaders and technical teams to translate operational needs into technical solutions.
  • TS with the ability to obtain SCI

  • Deep familiarity with enterprise networking and a proven understanding of classified network design principles, including multi-level security, secure enclaves, and DoD Impact Level (IL4, IL5, IL6) environments.
  • Direct experience eliciting requirements for classified transport technologies, Cross-Domain Solutions (CDS), or CSfC frameworks.
  • Experience supporting DoD research organizations or advanced technology development programs.
  • Familiarity with modern networking paradigms (Zero Trust, Cloud Integration) and formal modeling frameworks (JCIDS, DoDAF, BPMN).
  • DoD 8570 / 8140 certification (e.g., Security+) or professional certifications that bridge "hard" and "soft" skills (e.g., CCNA/Network+ alongside CBAP or PMI-PBA).

Responsibilities

  • Cultivate a position as a trusted advisor to Program Managers and SMEs, leading technical discovery sessions, workshops, and working groups to capture experimental workflows and advanced computing requirements.
  • Elicit and translate complex, often unspoken requirements related to classified network infrastructure, secure compute environments, custom/GOTS software, and DoD ATO/RMF processes.
  • Deconstruct ambiguous project scope and diverse mission perspectives into unambiguous, singular, and verifiable technical requirements within a Requirements Traceability Matrix (RTM).
  • Support infrastructure and software deployment initiatives from initiation through design, development, testing, and operational deployment across DARPA’s multi-level networks.
  • Visualize the future of DARPA’s infrastructure by crafting intuitive process models (BPMN) and architectural views (DoDAF/OV) that dictate how data must flow securely across classification boundaries and cloud environments.
  • Balance multiple concurrent analysis efforts and complex projects with competing priorities requiring rapid turnaround.
  • Serve as the primary requirements interface for network infrastructure and systems engineering between ITD and the DARPA Technical Offices.
  • Maintain situational awareness of DARPA's internal LAN/WAN routing, classified computing environments, Cross-Domain Solutions (CDS), partner networks, and collaborative research platforms.
  • Coordinate the integration of new experimental nodes while ensuring compatibility with existing classified network architecture, security controls, and DoD Cloud Computing Security Requirements Guide (CC SRG) mandates.
  • Manage vendor relationships, feasibility assessments, and evaluate architectural proposals supporting emerging research needs (e.g., SDN, Zero Trust, TACLANEs, and IL4/IL5/IL6 cloud workloads).
  • Lead complex network and infrastructure requests through DARPA's configuration management processes, ensuring alignment with enterprise architecture and secure network policies.
  • Coordinate RMF activities, provide necessary documentation to support the ATO process, and ensure compliance with DoD security requirements and DISA STIGs.
  • Operate seamlessly and effectively within SCIF and SAPF environments, handling classified systems, COMSEC, and sensitive technical information responsibly.
  • Maintain clear, consistent communication between cross-functional teams, including Government stakeholders, agency leadership, and systems engineering product teams.
  • Translate complex technical efforts into executive-level status updates, briefings, and concise recommendations.
  • Manage high-visibility relationships and personalities to align divergent stakeholder expectations and accomplish objectives on tight deadlines.
  • Mentor junior analysts, requirements engineers, and technical staff supporting DARPA programs.
  • Provide guidance on requirements elicitation techniques, stakeholder engagement, and navigating the DoD operational environment.
  • Promote best practices for requirements management, infrastructure planning, and technical program execution.
